Absolutely terrible. Uhhh... I guess I'll make a thief with a 4 Constitution, so I will likely have 2 hit points.
When I play OSR stuff I usually play using actual Basic set or AD&D (or Arduin, but nobody plays that). Of the listed ersatz games I'd probably go OSE, Five Torches, or Swords & Wizardry.
Jesse, if you look at my character creation post above, you will see that if you rolled a 5 or below in something, you may reroll all of your stats.

We currently have five players, but could probably take on one more. We currently have a thief, a magic-user, an elf, a fighter, and a cleric, so another martial character (fighter or dwarf) would be helpful. Do any of the current players mind if we take on a sixth?

Can we use the rule to drop a Stat by 2 to add 1 to a Prime?
I noticed no one voted for Labyrinth Lord. Just curious...Was that a choice? I'm running a OSE game in the Dolemenwood setting and like the layout and editing in the OSE books.
I would have voted OSE (Advanced or Basic), Basic D&D or S&W.

Note that by the strict rules of the 1981 Basic Set p. B6:
"It is possible to raise one's score in a prime requisite by lowering the scores of some of the other abilities. This adjustment shows that a character may practice hard and learn how to fight or reason well, but at the cost of not developing another ability.
When adjusting abilities, no score may be lowered below 9. When an adjustment is made, a prime requisite ability will be raised 1 point for every 2 points that the adjusted ability is lowered."
Or the 1983 two-book Basic Set player's book p. 29:
"Your Prime Requisite (and only that score) goes up 1 point for each 2 points that another Ability Score goes down.
Constitution and Charisma points can never be exchanged with others.
Dexterity cannot be lowered (but it may be raised if you have a Thief or Halfling character).
No score can be lowered below 9. If it is already 10 or less, it cannot be lowered."
So you could raise the 17 to an 18 if that's in Strength, which is your fighter prime requisite, but you can't raise the 12 to 13, because it wouldn't be a prime requisite.
This might not be the case in some other variants of the rules.

Qstor, you can find all of our house rules in the "Campaign Info" tab under "House Rules". Since we're starting at 2nd level, you get 2d6 x 10 gp to begin in cash but DO NOT need to buy any of your (mundane, non-magical) starting equipment. I don't have Carcass Crawler, but if you tell me what equipment it is, I'll probably okay it.

That's all fine. The prices on that list shouldn't be used for this game, however, as they don't match up with those in the standard OSE books, but you can certainly use this list to generate ideas for equipment, etc.
