Tempest is a bit confused. His mandate is to protect those who can't protect themselves, but it is still unclear in his mind who is the biggest threat. Probably Teflar, given that she is Zon Kuthon. But what about this scarecrow entity. Still .... the highest priority seems to be the villagers since they are under threat by Teflar. What the scarecrow is up to he's not sure, so he moves to in front of the villagers and takes on a defensive stance to protect them from both Teflar and the scarecrow should it prove to be hostile.
You want them Teflar he calls out You're going to have to get past ME! - and that goes for you too Scarecrow if you too bear them ill

Gilgamesh, it takes an action to activate Ki Strike so I am going to rule you did a Stride, Flurry, Stride and drop the Ki Strike damage. I will research this though, as I can see how the spell could be interpreted as including the Strike
Tempest, I put copies of the tokens I am using for Teflar and the Scarecrow on the last slide. Teflar is in the middle of the open area, four squares down and two to the right from the Scarecrow.
Vattqem moves out from behind the rocks and moves forward to engage.
Pasqualek attempts to hit Teflar with his Divine magic, but his lance of light goes wide.
Gilgamesh moves forward and hits Teflar with a devastating hit as part of his Flurry of Blows, but she still stands, defiantly looking toward the cave.
Tempest, if you just did a Stride action to get where you are, you still have two actions left. You could use one of those actions to try and use Diplomacy or perhaps Intimidate to get the Scarecrow to stand down, since you aren't physically hostile?

Gilgamesh, having reread the entry for Ki Strike, I will rule you can do the Flurry of Blows as part of the Ki Strike, and award you the extra 2 points of damage you did. I did not find a FAQ, so you may get other interpretations from other GMs.

Thank you for saving us. I am Kareida. I was an acolyte, working for Teflar, locating worshipers of Desna here in Rannan’s Ranch. When it came time to round them up for torture, I found I could not bear the thought of bringing pain to these people. I found the Scarecrow mask and tried to spirit them out of harm’s way. Now that Teflar is dead, I think we can return to the Ranch and I will take Teflar’s place, but secretly protecting all the Desna worshipers.
When you return to town with the Dreamers, Rannan is delighted and relieved, and after warmly greeting the returning people, he quickly fetches your reward.

After Teflar fell/died, Pasq would have done a wave of healing to perk everybody up.
