I don't think so--Tibearius used it on Rounds 1 (covering Joseph's Round 2 attack) and 2 (covering Joseph's Round 3 attack). Joseph went down on Round 3, and Tibearius channeled. On Round 4, Tibearius cured Joseph. Round 5, Joseph got up and shot, but missed.

The passage goes only ten feet or so, ending at a very sheer drop (which also coincides with the edge of the darkness). Blitz stops before going over the precipice, and when Viridian catches up with him the druid can see the chief drifting slowly to the ground.
He'll be in reach of one long-range attack before he manages to run away. Who's going to take the shot?

The enemy is some sixty feet below and thirty feet over by the time Joseph gets to the edge. The creature isn't sprinting away, apparently wanting to dodge if needed, so the next round he's about 100 feet away. So the party has a couple more chances to take him down.
If Mrs. Book has a magic missile left, that would be enough to drop the chief.

Unfortunately, no. Sorcerers are pretty pathetic at level 1 with starting equipment and she only has 4 spells, all of which have been used. Next level she gets a wand of MM and can participate in combats more often, but not now. Mrs. Book ain't going to save the day.

By the time you reach the fallen chief, he's stable but unconscious. On his person he has a suit of leather armor, a morningstar, a composite bow for +2 STR, a ring, a few gems, and some gold coinage. If you turn him in, the Hellknights gladly take him into custody.
I will assume that you at least heal Joseph before going back.
On returning to the ruins, the party descends the stairs through green radiance, with Corbrae's dancing lights overhead. The stairs end at a small landing (10 feet by 10 feet; I'm using the landing on the main floor to represent it, because they didn't provide a map). There are two...well, they look like goblins who have seen better days, their flesh decaying in spots and their movements slow and labored. Every now and then they moan disconcertingly.

Note that the party is in single file on the stairs; Blitz can't reach the enemies, Viridian could if he and Blitz switched places {although Joseph would provide cover against Viridian's longspear); and Tibearius, Corbrae, and Mrs. Book can't see the fight. AIUI, channel energy is a burst effect centered on Tibearius, and burst effects can't extend to areas with total cover from the point of origin.

The party's initial report to the Society generates considerable interest, as have the samples of the tower material enclosed. Not long afterwards, a human rides into Fort Inevitable with a package containing the items that were purchased using Prestige. He introduces himself as Salus Perovsky, a sage and fellow Pathfinder, who'll be acting as a local liason for you--at least as long as interesting finds continue to emerge from the depths below the Spire.
Whenever you're ready to start, we can get going on Level 2.
