In that case ignore Mrs. Book's magic missile as I treated the stairs as normal terrain. It would take her two move actions to get where she is.

There's nothing in RAW that I can find about dropping items when a character becomes unconscious (unlike the stun effect from Mrs. Book's color spray, which makes it explicit. With the caveat that this isn't a precedent, Joseph, you can take a shot this round. Note that the enemy has cover from you, though.
