the penalties will apply to anyone acting against it. the only thing that doesn't carry over is the ability to bypass on mind-effecting spells. that one is specific to just my spells and abilities.
side note, good you asked this question, i had forgotten that the stare that reduces their SR, also reduces DCs of their spells and spell like abilities. not that it matters too much at the moment since the one i targeted can't use spells right now, but i'll have to remember for the future :)
