the penalties will apply to anyone acting against it. the only thing that doesn't carry over is the ability to bypass on mind-effecting spells. that one is specific to just my spells and abilities.

side note, good you asked this question, i had forgotten that the stare that reduces their SR, also reduces DCs of their spells and spell like abilities. not that it matters too much at the moment since the one i targeted can't use spells right now, but i'll have to remember for the future :)

Hello GM, just wanted to ask if Cyan’s ‘haste’ was a free action? What did you mean with ‘powering itself up’ for cyan? Because it casted a spell and then also readied an action to attack?
