Well, that doesn't look good. The vaguely familiar charred piece of humanoid meat in her hand looks like death warmed over, but doesn't quite look dead yet. She does her best to administer first aid to stabilize the guy, but what with him being stuck in a cage and partially underwater, it's a wee bit difficult. She keeps up a grumbling string of not-quite-profanities going under her breath as she tries to work in the less than ideal conditions.

What is the DC for climbing the wall?
The DC is 10. If you fail a climb check to move (not the same as the climb check when taking damage) you fall if you miss it by 5+. As it is, Deluge does not move, using his move action (he just hangs there unable to advance). He still has a standard action if he wants to do something else--even take another move to try, and climb.

The DC is 10. So if Pau didn't have his hands full with a potion vial and a sai he might have moved 10'. Humanoids need both hands free to climb. Normally when a character climbs they move 1/4 their land speed. You can "Jacky Chan" your way up by making an accelerated climb check at a -5 penalty, and move at half speed instead. With that info, what does Pau do?
Yangrit attempts to treat the man through the bars, using a variation on the exploding heart punch to jump-start pulmonary function.

It's more the case that Bernard could, if he chose to, wrestle an alligator on the back of a stuffed owlbear, 6' above the surface of a pool of water. Deluge is invading his space after all. If Bernard were from Florida, it would be called Tuesday.

Pau can move 10' along the wall (up, sideways, etc...) using the various wall mounted taxidermy pieces as rungs and stepping stones. So he could move 5' up and then 5' over if he liked, or any other combination that ends up equaling up to 10'.

Sure. Pau can carefully walks along the back of the side-mounted (like a sailfish) thoqqua (watch the Oryx horns on your side!) just above the water's surface, and just below where Bernard and Deluge are jostling one another. and be able to reach the little woman at an upward diagonal.
