Aleister makes his way to the temple, and the heart of the festival, occasionally taking bits of the delicious sushi as he walks amongst all the locals.
I can't come up with a reasonable explanation for him to be down by the ship, so he's walking through the crowd instead.

Henric moves backwards in surprise at the sudden appearance of the enemy, and at Pai Song's shout of recognition. Fortunately, the strange creature's blade barely scratches him before it disappears again. Whirling around, Henric puts his back to the gunwale of the boat and stands his ground. I cannot see any being out here; what madness is this!?

I am unsure what we can do against these creatures, since they seem to keep re-invisibaling instantly after attacking or being revealed. I can't make a DC 40 perception with a +18, if we're not allowing DC mods to lower it. My assumption was the one I was attacking was the one that attacked and then re-cloaked, but if I can't even find that one, there's no way I can find any of them.

Your character is in a pile-up behind Henric, and in front of Pai Song. You're not in a position to attack directly anyway. You an apply the speaking modifier to your check, but that will only help for one attack attempt before she moves again if you make a ranged strike at her.

There seems to be a whole combat squad of them, i'm not sure how to fight invisible enemies.

You there! I know you are there! Show yourselves! If you want a tour of the ship, i'll gladly give you one and explain the complete history to you. It's a bit rude to intrude unseen into others museums though and doesn't speak of the best intentions usually. I would be very pleased were that proven wrong!

Aleister almost collides with one of the priestly attendants of Desna's shrine. The cleric, known as kamunushi-shinshoku in the tongue of Zyxl, seems to be distracted. He furnishes a gold or bronze looking glass from the capacious pockets of his tunic, and then points the device in the direction of Lake Tagomi, a small fresh water reservoir in the center of Sandpoint which forms the western border of the shrine complex.

The brutish hobgoblin warrior who had interposed himself between Henric on the plank leading up to the vessel chortle loudly in an unknown language in response to Pai Song's taunts. However, the female voice which had been discernible before also makes a fresh appearance, but partly in a tongue known to the varied visitors to Sandpoint.
"Dren! Get started with it already then."
The voice then continues in the same unknown guttural language of the goblinoid.

The release of the sails sends an expansive sheet of billowing canvas careening onto the deck, covering the interlopers in a restrictive mass of undulating fabric. They quickly extricate themselves from the canvass morass to reveal a small party of assailants. There is a large feral beast whose appearance is something like a monstrous wolf. Three large goblinoids dressed in elaborate armor accompany the beast. This triad is also joined by a slender hooded figure, likely the source of the female voice. More significantly, the movements of the party to free themselves has uncovered three large guns set up on the edge of the ship and pointed in the direction of the festival.

You can absolutely attempt that once everyone rolls Initiative.

By my count, 70' should do it if Ionacu takes an AoO. And if 70' doesn't suffice, 80' certainly will! So... charge?
EDIT: not a charge, but a simple move should do the job!
