"The fire happened after Chopper's crimes were discovered -- it's unknown if the events were somehow related, certainly there is no overt evidence of such a connection. It does seem, though, that one tragedy followed quickly upon another..."

I'm not really sure how to answer the question about the connection to the Sheriff's family, where are you getting that from? That someone burned down the church to avenge the late constable's death from Chopper?

I was mostly cutting and pasting from here https://pathfinder.fandom.com/wiki/Late_unpleasantness. I'm clueless as to what that line might be getting at -- it doesn't make any sense with the rest of the story I read. I'll try to make something up.

Shi frowns. "I am not sure. The woman at least is not your average visitor to town." It scratches it's ear, and then chuffs in annoyance. "I had best go investigate. Brother Theodore, please entertain and watch over the children. They are our future, you know. I'm sure you could spend some time telling them about the differences between Sheyln's and Ixion's beliefs and church strictures." He suggest with a humorous but benign malice. Children see things clearly and will no doubt begin pointing out to the old priest that the differences are significantly less than the sameness between the two. Perhaps it will lead to the very upright (and good-hearted) but nonetheless hidebound Brother to re-examine some of his own prejudices. Self reflection is always worthy goal, even if one has to be a bit sneaky to get some to do it.
Biding the children to behave, and promising stories later in the week, he takes his leave, leaving the children in the good (if somewhat dour) care of Brother Theodore.

The eidolon observes something... curious on the waters of the small lake to the west of the shrine, a peaceful and unexpectedly deep body of water which occupies the center of the town of Sandpoint.
On the far side of the lake is eternally moored the hulk of the Yamada Nagasama, a venerable ship once guided on an exploratory journey to the distant lands of the Savage Coast by a revered scion of House Kaijistu -- one Takishi Kaijitsu the Shadewalker.
The vessel's black flags ripple in the slight wind, but it appears as if a large form is moving behind one of them...

Seeing so many strangers staring away from the festival towards the anchored vessel in the distance, Brother Ionacu seems to make a decision. He casts a spell and turns to any nearby who seems worthy while also seeking out Brother Aleister who is usually constant companion but often becomes distracted by the food stalls.
"We should go see," he suggests, taking the first step in the direction of the ship.

Henric is a bit confused; it seems that a few members of the group at the shore want to investigate further, while others are afraid to miss the festival. Henric is curious about the festival, but the honorable Shi'Vatha clearly believes no one should be on the ship at this time... that settles it for him. I shall go with you to investigate, if you would not mind the company. I can easily provide a distraction and walk slightly away from the ship towards the opposite direction.

"By all means, let's continue" Morgan responds to Aleister, gesturing on into the crowd. As they continue onward, he grins broadly when they bump into Brother Ionacu, who he met the previous night. "Something interesting going on, is there?" he asks, and then eagerly follows along to whatever commotion the second monk had spotted.
Just trying to speed things along to get everybody together, hope nobody objects.

The mizzen mast is fore-and-aft rigged, with an auxiliary single-cylinder coal-fired 150 horsepower (110 kW) reciprocating steam engine turning a side paddlewheel.
Of wooden construction, her hull is painted with red lacquer, and she is sheathed in copper to the waterline.
Her sails have black bands, which is characteristic of House Kaijistu naval vessels.
She has an overall length of 66.8 metres (219 ft 2 in) and a displacement of 781 tons. Her armament consisted of six muzzle-loading cannon, cast in bronze with a weight of 16.8 t and a length of 5.18 m (17.0 ft), being capable of firing stone balls of up to 0.63 m diameter (24.8 in). What most people see is Shi step into the crowd and vanish amongst the crowd, those with especially sharp eyes may notice a flash of it here or there, as it weaves through the crowd at a pace that would be hard for a human to match in the crowded square. Combination of Shi being small sized and also having 70 base movement, giving it a 35 ft of movement for moving through the crowd at half speed while stealthing
Once it gets near the ship, it takes a back alley or two to circle around, and come up on it from the far side from the main portion of the festival, and then it climbs up the side of the ship, using it's claws to keep it's hold on the wood. Climb: 1d20 + 8 ⇒ (12) + 8 = 20
Those who know to look for it might notice it as it sneaks from the alley way to the behind the ship. Probably like a 21 perception since you know to look for it

Ynja-mortal, there are several invisible creatures on the deck of the ship. This is not something that should be, and does not bode well, there is no good reason for creatures to be invisible during the festival on the deck of the ship. Shi transmits to Ynja, for rebroadcast to whomever she wants.

True to his suggestion, he moves in the opposite direction towards the ship, making an obvious and unhurried approach to the gangplank/entrance to the ship. He hums to himself and then breaks out in verse; hey doe, fiddley my foe, saw a carrot in the patch and now it's wrapped in dough! hey doe, fiddley my foe... It is patently obvious that anyone who hears the ditty is in aural discomfort from the untalented rendition, drawing even more attention to himself.
If Ynja announces the invisible presences before he makes it up the gangplank, he'll fumble a step to trip himself back down to the dock. Otherwise, he'll make his way up the plank and stand at the edge, looking out over the lake.

As Henric clears the top of the gangplank, he confronts suddenly hits a mysterious... force.
He looks up to see a monstrous creature that had not heretofore been present.
Standing as tall as a human, this muscular, gray-skinned creature peers about with tiny, observant eyes. It is dressed in chainmail and carries a large bastard sword in the curved, yellow nails of its right hand.
It grins demonically and strikes the man viciously with its blade.
Then, as suddenly as it had appeared, the creature again vanishes into slightly crisp air of the early morning, gone as if it had been no more than a figment of Henric's imagination... except of course for the physical mark of the creature's strike.

The creature is a Xiǎo yāojing, which the westerners refer to as a 'hobgoblin'.

I could only see the one hitting you for a moment Henric, but i believe it's a Xiǎo yāojing. You would call it a hobgoblin. This must be some ort of raid or attack. Very unusual.

Shi'Vatha's valiant assault finds purchase, but just not in the fashion the eidolon had intended.
For, instead of enemy flesh, Shi'Vatha suddenly finds himself aggressively scratching the surface of an immense rail gun whose previously concealed position has been revealed by the diminutive creature's investigations.
An guttural voice is heard in an unknown language, followed by a distinct feminine response,
"Yotza!"
Then the gun disappears again.
