I use roll20 a lot so I am a subscriber. With a sub you gain access to roll20 on android tablets.

I did not have to sub for it. I just use it on my computer.
No, it just gives a few handy tools, plus $5/month for something I use regularly is far cheaper then my old WoW account. The gm doesn't have to get a sub, it's completely free.
