Yes, you can be a refugee. Though Horace the Red has been ruler for fifteen years, he hasn't been thorough in the extermination of Brannum's people. He has his hands full trying to placate the various groups he has enlisted and creating a power base to prevent from being usurped.
Brannum was a barony of Alarion, then a proper monarchy. Historically, Brannum was a savage land, host to many different monsters. Demarkus Alarion, the former king of the united Alarion, dispatched one of his loyal generals to clear the land out for expansion and to also keep tabs on Icathia, the chief rival of Alarion at the time, in exchange for ownership of the land. The general was efficient, either killing or driving out monsters, and was given the title of baron. The newly titled baron feared Demarkus would end up using the land as base to assault Icathia. Peasants were trained in the art of combat to defend their homesteads from monsters or drive out Alarion's soldiers, the lives of his people more important than loyalty to the crown. Demarkus eventually relented and recognized Brannum as a seperate kingdom. Brannum was instrumental in creating peace between Icathia and Alarion, until the Great War started.

Will post background in form of a recurring nightmare, but to provide the basics:
Daughter of an Icathian mid level noble in a region that would become affected by the war, on the outs with her family on account of being the black sheep, independednt minded, brash and fell in love with her bodyguard, another woman, ruining her father's aspirations of marrying her off for better political standing.
Exiled for defying her father's wishes, she picks up study of both sword and blade becoming quite the warrior. When the war erupts and things head south, she returns home in time to find the place being overrun by the enemy.
Fighting her way into the manor she finds the bodies of most of her family and is in time to see her fatehr fall in his study just as her releases a catch in his desk that reveals an elegant black bladed longsword.
In a frenzy she barely remembers she takes the balde and manages to kill her way out in the chaos and escape, her blurry memeories mixed with snippets of thoughts or feelings that weren't hers.
She's been fighting ever since, gaining more ability and skill. At times she can swear she feels an exhilaration comng from the sword itself, and also a strange pull. The mysterious island has been entering her dreams of late, yet in the dreams she is someone else.

@Aurelea: Sorry for not responding sooner, but the answer to your question is a little of both. Icathia has seen some fighting within its borders, but the majority of the nobles were killed in Alarion (traveled by sea).
Recruitment is closed. This was a very tough decision since I was presented with some great characters. I have decided to go with:
