Sounds like Turin has been set on a route where a new side story could potentially split off. :)

Nothing wrong with some enterpreneuring, but infighting's been a nail on a coffin in many a book & movie. Not saying it'll happen, hopefully it won't, but the line in the 1st quoting sounds a tad ominous. ;)

No offense, but I doubt he is going to find anyone loyal to him alone. We don't even have people like that, they may be loyal to Freewater but I think it's a stretch to say us much less alone. People are not that simple. That being said he is free to do whatever he wants as long as he does not break the law, now that only applies with in our borders. Outside our borders he makes his own rules as does anyone else out there. So more power to him. ;)

By "loyal to him alone" I mean won't stab him in the back and start a rogue enterprise, basically not this trope (http://tvtropes.org/pmwiki/pmwiki.php/Main/DeceptiveDisciple). Turin probably wouldn't start a rebellion, unless taxation became really bad (defined as 40%+). Although he would try to maintain a degree of autonomy (like the Numerians having their own guard) with a second city/town.

Turin's the kind of person who wouldn't be off put by that, he would just view it as more of a challenge:). It also helps that he actually knows how to build things (knowledge engineering), plus with the entire region being forested their is no shortage of building materials...

This is NOT just for Turin, we all need to be cognizant of this issue.
I would just caution this: Kingmaker games are rife with this sort of thing, especially in pbp. People who come in and want to make it about their character, at the expense of the game. Hours and hours are wasted going through all of that, and the game stops. Even though this is supposed to be a sandbox AP, it isn't really. Not if you want to finish it.
Lorald hit it on the head, the Council controls the BP. Nothing gets built without their say, no matter how much a PC wants it, or is in his background, or whatever.

I think we have been through allot of this with White eagle a while back.
I just dropped it and went with his people living just like everyone else with a few on the outskirts as farmers or whatever, it was all in the background with no effect on what the council or the group does.

I wasn't online when that was forming up so missed that chance.

Turin probably would still go for making a settlement... After having made enough gold to basically buy it out himself (I believe the going rate is 4000 gp=1 BP, roughly). He would be willing to partner with White Eagle however in building a second "settlement" (probably along the lines of they hunt and farm, we build and craft).
As it stands though having to have the council's say so for every little thing could get old fast... Not just for Turin but for everyone eventually. A council of what amounts to about a dozen players is going to have issues going forward...
We also have to consider the size of the group as well, personally I don't think what occurred at the lizard folk village should be repeated (more then 5 players). That just bogged us down a little too much... As such having something for pretty much everyone to do is important...
Also an idea GM, you could cut and paste certain modules from outside Kingmaker as quests for the PCs... That would cut down on you having to homebrew side quests (as I suspect that would be inevitable).

Yeah kinda been avoiding this until it came up IC, if or when it did anyways. I can say right now Turin if you want autonomy then that's fine. But it will be just that, your on your own in every way. Zero support from us. We have a council, we don't need full approval for everything. It's mostly a majority vote kind of thing, it's flexible and works, everyone answers to someone without exception. If you think your going to leech off Emermark then run off and start your own settlement, I think your underestimating our intelligence. Lorald and Sebastian won't be the ones your dealing with then, going to leave it at that. Not to mention you would make Emermark an enemy in the process.
Your leading 150 people, but will you keep them. Freewater offered them more then anyone else and asked only for equality in return. You wanted more and nearly got them thrown out shortly after. Why would they follow someone like that, why risk their lives and more hardship following a man seemingly interested only in his own gain and interest at the expense of their own. You may find that even should you make your settlement, no one will want to be in it.

The only resource Turin would ask for is storage, Turin intends to have everything prepared as it stands. No running off immediately, basically get enough lumber, nails and other miscellaneous building supplies prepped and ready. Turin would aim to basically gather all the necessary supplies first, most likely during winter.
He would then proceed to begin building the settlement in spring and have it ready by winter. He wants it to work and would probably found it in a resource rich area (e.g an iron/gold/mithral) mine. He is not going to build a settlement in a place that would essentially be a "dead end"...
As for "leeching resources" Turin probably wouldn't do that, he is a "if you want it done you do it yourself" person...

Speaking personally as a player I'm really uncomfortable with some entity that isn't 'Emermark' starting to claim hexes in the Riverlands. If that's the way this campaign is supposed to go then I guess I'll go along with that but I really really would prefer the game to be all of us PCs working together towards a common goal.

I second Jenya's post, can we use fluff instead of crunch to say that certain percentages of housing have gone to various peoples trailing behind various PCs?
CWE has for instance secured new homes, favorable hunting grounds and the like for both him and also made the local wolf packs a protected species not to be hunted. Neither of these achievements needed a BP dedicating or hexes actually being designated for use.
Can we handwave and use the story aspects of Turin's followers as flavour for the new swell of population we'll get in the next kingdom round? Can they help chip in constructing our next building?

Ah but Chief, that's exactly the point, you accomplished those things in game, in story, without special actions beyond your own chosen 'downtime activities' or use of kingdom resources (in a crunchy/BP kingdom management sort of way!).
So, an example of it all working out well for everyone is what I was outlining :D

That will occur (GM willing) Natalya but eventually the Numerians would "move out"... In the same way your dwarven immigrants would move out upon hearing about that nice mithral mine that just opened up... Plus Turin is a tad paranoid, if you gave him the choice between building a town on a river or (in) a mountain he would choose the mountain... Razing one of those rocky things is pretty damn hard.

I put a rant here, but I deleted it to give peace a chance. This is starting to go down the path I've seen too many of these Kingmaker games go, and I don't like it. Rather than be the 'angry guy', I'm going to drop out of this game. It's only game after all, and I want everyone to enjoy their time here.

As I said earlier. Not happy with multiple political entities appearing that will be competing for resources. As a really obvious example Jenya, as a happy founder of Emermark, would feel miffed that Numerians have taken control of a nice resource rich node that Emermark could really use.
As a player I feel that everybody working together to forge a nation out of the wilds of the Riverlands is a very different game than different PCs grabbing hexes for their own purposes. I'd really much rather play the first game than the second but it's, of course, not up to me.

They would be the fantasy equivalent of the Tau, minus Kroot Cannibalism... Although that could actually occur if a second settlement is ever set up, as it stands though Turin will after settling his people will probably be up for some exploring (and treasure seeking).
