Turin will do that although he will likely ask for various "favors" in return (housing for his refugees, laws that favor his business and so on). Also note that while Turin can manufacture any thing he wants that he will desire his fair share of the loot, if no one say has a use for that +1 dagger in the treasure hoard give it to Turin (as Turin can convert a magical item into reagents for their full value instead of selling the item at half price, he can then proceed to use said reagents in the manufacture of more magic items, saving a boatload).
Now what is that magic item you were wanting?

Frankly, if I'm paying Turin for his work, I don't see why his people get special treatment. What exactly are they providing? If he wants to do the crafting at cost, that's his business, if he wants to make a profit, that's his business as well.
I don't need a 'my people don't believe in this', it's just bad economics.

It's more than reasonable for Turin to try to do this as he's just looking out for his people but I think we should have a Council meeting to figure out what we want to do with Turin's group sooner rather than later to sort it out. I mean we don't have a decimated Lizard village for them to take over now :).

Turin is an unapologetic advocate for his people and perhaps (depending on the number of immigrants from Numeria) all Numerians in general (except Technic league which he has an intense hatred of). What Turin would ask for wouldn't be too odious and indeed might be beneficial to the kingdom, such as say the monopolization of the magic items (except potions) under his capable hands... Keeping magic out of the hands of well financed revolutionaries as it were :).
If you not wanting to do political favors bump up prices for all non consumables (except wands, staves don't count) to 80% of base market price. Consumables will be at 50% price so long as you don't over-flood Turin's downtime with their manufacture (he needs to make items for himself).

As I have stated in the past (maybe before Turin joined) White Eagle makes due with magic items he earns through exploration, combat, or gifts.
I also am not in favor of Turin gaining out possession of all unclaimed magic items.
magic item prices are up to him to charge as he sees fit. but if someone is providing him with said reagents i would expect a lower cost.
monopolizing the manufacture of magic items. so it does not fall into the hands of revolutionaries? well if we don't do this then there most likely will not be any revolutionaries to worry about.
run a fair kingdom, and look out for all people and the fear of uprisings are greatly reduced.
now one point that many original founders know, White Eagle is escaping just such situations where his people were the ones being shut out and on the receiving end of unfavorable laws. If you present any thing like this while White Eagle is present ... you can be assured that White eagle will be against any such recommendations.
we have been through much of this a while ago concerning White Eagle and his tribesmen.

On the magics items I don't mean give all items to Turin for processing (if you do that Turin will cut you some slack and craft the item for only a 10% surcharge if it is a non-consummable) just give him the "generic" items no one has a real use for, like that 1+ starknife. Basically if it's useless to everyone else let Turin process it.

In a campaign that's already struggling to keep the WBL rate, any item is not 'useless' if the resale is used to keep everyone at an appropriate level.
Unless you have a plan for what happens with the processed items that somehow benefits more than one person, I don't see how your idea works. Pretend we don't understand you, and lay it out in detail:
You receive a +1 starknife, and process it. Now what?

Don't get too stuck on this issue. Turin is a craftsman who provides a service. His power will not be disproportionate from his role. You can patronise him, or I can bring in an NPC that will serve the same purpose, it's up to you.
I think we hear you on this Gm M, but its what he laid out as his requirements for crafting that got this going. Had he just said: 'I can craft Wonderous Items for you for 10% above cost', we aren't having this discussion.

The item becomes processed into reagents that maintain their full value to be crafted into another magical item, for instance Turin could process the Wand of Shield that the party has into a wand of burning hands at no cost in gold pieces. These reagents can also be used to partially replace the costs of manufacturing another item.
For instance a +1 starknife would become 1000 gp worth of reagents that could reduce the price to make a +2 longsword to 3000 gp. Turin will if the reagents completely cover the gold cost charge a 10% fee for his time but that isn't a bad deal.
On the monopoly thing even without government help Turin will likely wipe out his competitors eventually, either by under selling them or buying them out...

But a +1 starknife has a value in gp that can be divided between multiple people, whereas the reagents can't. In the end, it will be up to the group to decide, but this creates a difficult administrative situation. For none less than GM M, who already has to juggle all of our groups AND find a way to make up the loot value so all of us advance equally.
On the monopoly thing, I don't think you could keep up with all of the crafting requirements for a group this size, and yourself, so...

You do know that you don't have to be the caster level listed in the item's aura to make it, correct?
You only need minimum caster level to get the spells or establish a caster level for something that uses the creator's CL. Or if, of course, a caster level is listed as a requirement in the creation requirments, such as Iuon Stones.

The Twine rope robe could be done in light of that knowledge... Although Turin will take a spellcaster assistant if he can to help him make the Use Magic Device check to emulate the Minor Creation creation spell needed for that item, the dc is 28.

As to your apprentice idea, your value goes out the window once your no longer the sole option. You may be more skillful but your too demanding and costly with your terms. Your apprentice will replace you in short order and all your leverage is gone.
The NPC option is looking better by the moment.

Hrm, Lorald and I have a tree to take care of that was threatening imminent dryad extinction, if we leave it then I would expect the evil tree to eat the Dryad :s
We came back because we had lost two bards and a magus (careless of us I know ;) and needed to gear up a little. So I for one would like to take care of the tree before 'digging in' for an extended period of kingdom building (which is and of itself is a great idea!).

Turin himself is up for ruin raiding, exploration and perhaps a little bit of violence. Turin seeing as he has no role in the Kingdom will likely devote his efforts to exploration and perhaps clearing out a section of the map for his people to colonize... Founding a second city (or at least setting the foundations for it) perhaps not only for his people but to house a Guild of Artifice as well.
At any rate Turin is ready to raid (and train some apprentices), explore and colonize.
