Jenya grins as Zartana takes care of Kundal's wailing.
Let's move him to the castle store room for now. she says. Chief, Kyras, maybe you two could stay with him and keep him guarded while the rest of us keep watch for the remainder of the night. Us ladies seem to be too rough for his tastes. We'll decide what to do with him in the morning

You guys haul him back to the cell and toss him in there. Whoever watches over him notes that he spends the entire time weeping and apologising.
In the morning the sun rises and the people of Freewater breathe a sigh of relief that no one else's life was lost. Kundal appears to have recovered his composure, presumably his wounds have been treated in at least a cursory way. He stands ready to face whatever judgement you choose for him.

In a separate meeting room at the castle Jenya gives her opinion. Man isn't a cold blooded killer but he knew there was something wrong with him and caused at least two horrible painful deaths in Emermark. Desna knows how many elsewhere. He can't stay in Freewater that's for certain.
How does wolfsbane work anyway? Is he cured permanently or temporarily? she asks.

Yeah at the very least we need to be sure the wolfsbane worked. Confinement until the next full moon.
Turning to Raven.
I have no sympathy for the way he acted when he knew something was wrong but then how would we find a worse punishment for a mass murderer or a cold blooded assassin? Whatever he may be he isn't one of those.

Sounds like you have settled on jailing Kundal until the next full moon, at which point his situation will be up for review. Dai Hu carefully records the details of the debate.
Kundal has also volunteered his axe, his prize possession, to repay the blood debt he has incurred. Not that he had any choice, since his weapon and armour were forfeit anyway, but it's the thought that counts. It is a very nice +1 Greataxe that now belongs to the Kingdom.

Raven gives a wry smile at Zartana's joke. "On that note, we have other things to attend to." Raven then excuses herself and leaves to go to her makeshift temple for prayer. If needed you will find her there or in her room. In the morning she will head to the meeting hall to hear the grieves of the townsfolk.

I guess we needed a jail sooner or later. Jenya says and then speaks to the Eagles, with Dai Hu in attendance, about keeping a guard posted outside the storehouse, providing plain but nutritious meal three times a day and a once a day guarded walk for Kundal around a walled castle garden during which the latrine bucket would be emptied. A little bonus to the Eagles for the additional duty as well she says to Dai Hu Taking care of one prisoner shouldn't be a drain on Emermark's finances but I guess we need to put up at least a WatchTower soonish for this stuff. Having this business in the castle ain't optimal
After this Jenya will get cleaned up and heads to the meeting place where the petitioners from the day before have gathered again.
On the way she asks Dai Hu if there are any people in the castle retinue who might be knowledgeable about werewolves or wolfsbane.

I had a blacksmith look at it, he says it could be reforged, since it was once of blade of the highest quality. Unfortunately he is not up to the task, a true weaponsmith is called for. He did add that such an artisan could probably reforge the weapon into a smaller blade, if that was what was called for."
"After lunch I can have the petitioners ready for an audience if you like."

Presuming she is summoned when the petitioners are ready..
Raven arrives in her religious attire, prepared to hear the words of the townsfolk. She greets each one with a simple blessing before taking her place at the side of her companions.

A lunch of chicken with herbs and a cold salad is served. Afterwards a man is brought in at Dai Hu's summons.
Coming forth is a familiar looking man, he is the merchant from last night, the one who had been menaced by Kundal.
"Greetings my Lords and Ladies. My name is Sigismund Feidlimid, a humble seller of produce, and other such comesibles. I wanted to thank each and all of you for preserving my life last night from that beast." he nervously holds his hat before him, rolling it up again and again in his hands.
"I have nothing to offer you in thanks, save a few tasty vegables. But I do have a son-in-law in Restov, and I was thinking of sending him a letter asking him to come settle in Restov. His name is Abel Clayton, and he is a smith of weapons by trade. I thought that is you were to offer him a position, here in your fine castle, he would be sure to accept. He owes a debt to the master of his forge, for a 'prenticeship, and if you were to help him pay it, he would certainly pick up stakes and join us here."

Raven nods, intently listening to the man. After he finishes, she looks at her companions and then back at him.
"You are a member of our community. No additional payment is required for us to protect one of our flock. "
"As for your son in law, we will probably take a vote, but you can be assured that you will have mine."

White Eagle arrives a little late, having greeted the merchant on his way as the merchant was leaving.
He tries not to make his presence to known, as he does not wish to disturb the proceedings. He quietly yakes a seat in whatever chair he has been assigned, his demeanor indicates that this form of council is relatively new to him but he does his best to learn and adapt to the culture here.

Hopefully the debt payoff is minimal. But yeah I agree a weaponsmith would be handly. Specially since we have a sword that needs to be looked at already. Jenya concurs I think we can see the next petitioner now
