Sir Quixote advances around the table, thrusting his spear against Arastrax. Arastrax sees the first attack against him, and has to lean to the left to avoid it.
With ample distance between himself and Arastrax, Turzyk calls upon the holy aid of his patron.

He casts a spell, firing off a beam of light.

Feli, to your questions.
To #1: While blinded, he can't target anyone specifically, true, as that requires sight. The fear spell is an aoe, though, not asking for targets. Say for example, your foe is a dragon, and while blinded it decided to spew fire in a cone, in hopes of fighting back the treasure seekers.
It wouldn't be targeting anyone individually, but the people would be rolling against a sudden inferno after all.
To question #2:
All within the area are covered by the dust, which cannot be removed and continues to sparkle until it fades. Each round at the end of their turn blinded creatures may attempt new saving throws to end the blindness effect.

Ummm...sorry to be a bit of a rules lawyer, but CRB pg. 214 states "Regardless of the shape of the area, you select the point where the spell originates, but otherwise you don't control which creatures or objects the spell affects. The point of origin of a spell is always a grid intersection."

Vassago steps back, not liking the demon being so close. He switched tactical gears and now brings immense fire in both hands and lets it loose up above, searing away the canvas and letting the light pour in from above, hoping to bath both him and Arastrax in the daylight.

Good question, tbh. The chair in its entirety is radiating darkness.
I'm guessing burning the chair utterly would be the best course of action.
Vassago tosses a ball of fire towards the radiating chair, breaking off a leg and the leaning part upon impact. As the chair's remaining parts burn, light returns slowly.
Arastrax blinks in discomfort.
