HEAVY ARMOR
Of all the armor categories, heavy armor offers the best
protection. These suits of armor cover the entire body
and are designed to stop a wide range of attacks. Only
proficient warriors can manage their weight and bulk.
Heavy armor doesn't let you add your Dexterity
modifier to your Armor Class, but it also doesn't
penalize you if your Dexterity modifier is negative.

OK, so the move to Houston starts. I have to give up my cable boxes today but I'm hoping to keep the internet until tomorrow as I do have my own router. However the movers will be here tomorrow morning and then we'll be hitting the road. I might be able to check the forum each night for the next couple of days but if you don't see anything from me, don't panic. I should be in a Houston hotel on Saturday.
FYI, DM, I will be out of town -- and have no email or Internet access at all -- starting this Saturday, July 8, and I won't get back to civilization until Tuesday, July 25.
I can't help but flash back to Seinfeld's "The Voice" Episode: "Hello-o-o-o I got beamed with a giant ball of oil. I'm slippery as an eel. . . La la la."
Yeah, his AC is crazy high. I thought he was going to pour / target the square as well. GM seems to be saying that he can't do that to an occupied square, which I can agree is reasonable, but not how I'd initially believed the mechanic worked.
How will a miss be resolved? The oil hits the square instead of the targeted hobgoblin? The oil lands in an adjacent square? A square several feet away?
I can't find any official 5e ruling for this in PHB, DMG, or Sage Advice... :-\
I seem to remember AD&D was a d8 for direction, but don't recall distance. I read somewhere that Pathfinder has a mechanic of some sort as well.

I would use the Pathfinder method, it would hit an adjacent square on a miss.
As far as pouring, that would still require you to "hit" your target while in the middle of battle. I also assume that you would still need to get some oil on the target in order to light him on fire.
The 5e PH didn't do a good job with this mechanic at all.

Here is the text for the oil.
"Oil usually comes in a clay flask that holds 1 pint. As an action, you can splash the oil in this flask onto a creature within 5 feet of you or throw it up to 20 feet, shattering it on impact. Make a ranged attack against a target creature or object, treating the oil as an improvised weapon."
If you look at things like acid or holy water they have the same mechanic of needing to make a ranged attack with an improvised weapon.
"On a hit, the target is covered in oil. If the target takes any fire damage before the oil dries (after 1 minute), the target takes an additional 5 fire damage from the burning oil."
Seems straightforward enough, though this guy does have a high AC.
"You can also pour a flask of oil on the ground to cover a 5-foot-square area, provided that the surface is level. If lit, the oil burns for 2 rounds and deals 5 fire damage to any creature that enters the area or ends its turn in the area. A creature can take this damage only once per turn."
If you want to do this I would say that the oil is in the square but not splashed onto the target. If you then direct a fire attack to the square itself (in Pathfinder squares are AC 5, we can use that here also) then the square would be lit. The hobgoblin would then be forced to move out of the square by the end of his turn or take the fire damage.
If you choose to pour the oil into the square you would need to move to an adjacent square, thus putting yourself within melee range and becoming subject to attack.
Let me know what you wanted to originally do and we'll simply retcon from there.
Did Jim leave instructions for Feyce lvl2? I think he'd purchased leather armor back in town with the intention to Bard. If so, he'll still have 3 1st level spell slots, pick up 2 new Bard cantrips, and 4 new Bard 1st level spells.
I do know he's typically fond of the Vicious Mockery cantrip, and he'd mentioned healing so I'm guessing Healing Word, and Cure Wounds. Beyond that I dunno, and I'm not sure what he already has from Sorc.
Regrets for the confusion, Feyce. The squiggly lines are a 1 where I ended my dash and grabbed Lebris, and a 2 where I dumped his body adjacent to Morgran, ostensibly for healing.
