It should have the initial effect this round as it materializes. Then, he can dispel it so that it does continue into later rounds. Since it is an SLA, you can't counter spell it as it is cast. Only dispel once it materializes.
Forgot to mention that your horses need to make the reflex saves as well. And, someone needs to make the save for Tacal.

As the whirlwind slams down upon the front of the group, Truk'tosh takes the brunt of the winds force as the animals and Garidan escape any damage. However, no sooner does the whirlwind appear, Malthazir attempts to dispel the magic conjured by the hags. Yet, the coven's command of the ethereal realm is too powerful for the elf to overcome.
In a fiery explosion of flame and smoke, the hags momentarily cower in agony from the combined magic of the twins. The red-headed hag grasps at her stomach as she convulses.

Valjoen, are these horses combat trained? This is a important question, because if they're not, it'll be a move action and a skill check each round just to maintain control of them (and none of us made that check in round 1, by the way).
In regards to Garidan's essence-granted studied target ability, it states that the DC of slayer class abilitities imcreases along with attack and damage when used. Obviously, Garidan doesn't have any of those, so would this apply instead to his swashbuckler/fighter class abilities?
Lastly, does the base speed increase when using Speed Surge also qualify Garidan for the +4 racial bonus to Acrobatics checks made to jump--said bonus being granted to creatures with a base speed over 30 feet--while using Speed Surge?
Making a Ride check (DC 20) to fast dismount as a free action.
1d20 + 4 ⇒ (10) + 4 = 14
Activating Speed Surge as a swift action, using the granted move action to stow his bow, and drawing his rapier as a free action. Taking a second move action to move one square diagonally-right, three squares right, and then a long jump 5 squares right across the river (DC 25 for distance, +5 for icy conditions on his launch square; see below for check and modifiers) followed by a standard action to attack blue hag with bone shards. Adding Power Attack and passive Precise Strike to the damage done.
Spending 4 panache points on Derring-Do rolls to increase the result of his Acrobatics check. If Garidan gains the +4 racial bonus asked about above, increase the result of his check by that amount, and disregard the last Derring-Do panache point expenditure.

Rapier Damage (Critical): 1d8 + 7 + 4 + 1d4 + 1d4 ⇒ (4) + 7 + 4 + (1) + (2) = 18
Lacking the expertise to control his mount in a fight, Garidan decides that fighting on foot as he has been thus far is the better option, and so leaps clear of the saddle with a surprising display of skill. Landing on his feet, he's moving the instant his balance steadies, bursting free of the whirlwind and leaving the fractious beast behind. Seeing the hags in a vulnerable state from the barrage of spellcraft aimed their way, the young swashbuckler taps into the well-spring of power within--his senses and movements accelerating momentarily to levels beyond his usual--and accelerates toward them with a grim expression. In a remarkable bit of coordination, he slings the bow safely over shoulder, draws his rapier, and nearly dances in the process of avoiding Gruskorb, without missing a step.
Garidan doesn't stop upon reaching the ice-coated riverbank, however, nor does he slow down. Instead, he gathers himself and launches forward into the air just before stepping into water. For a moment, he wobbles before leaving the ground, the result of hitting a particularly slick spot at speed, but he recovers somehow and keeps going to soar impressively across the raging torrent of barely-liquid water below; he amuses himself briefly by imaginging the hags slack-jawed in amazement if they actually saw the feat. Once he lands on other side, all such thoughts are washed away, replaced once again by his usual focus, which Garidan uses to send a lethal spray of bone shards into the body of the unsuspecting hag hovering in the air above her peers.

@Niyut: Accidentally hit post while putting that together -_-.
Also, if that critical hit goes through, Garidan regains a panache point, leaving him at either 2 or 3 points remaining. And, though I meant to add this, edit timer on the post ran out before I could: Garidan's rapier attack suffer a -2 range penalty.

Using Garidan as a beacon for their attention, the rogue saw an opportunity to advance thereafter. They can put themselves in that squall if they want to get us both.
His hands twitched with anticipation at rending some flesh. Though the combat was forced, the enjoyment at enacting measured destruction was somewhat voluntary ... not completely as it was part of the ex-slave's nature.

No, it just grants you the +1 for hit, dam, and skill checks for Bluff, Knowledge, Perception, Sense Motive, and Survival.
Lastly, does the base speed increase when using Speed Surge also qualify Garidan for the +4 racial bonus to Acrobatics checks made to jump--said bonus being granted to creatures with a base speed over 30 feet--while using Speed Surge?
Yes, if using the Speed Surge ability the same round as the acrobatics check.
In a daring, spectacular display of panache, Garidan leaps over the roaring river to land on the far bank. Launching a barrage of bony fragment, the swashbuckler critically damages the hag with the blue shawl. Following his companion's bold move, Gruskorb leaps from his horse and flings himself over the river landing abruptly next to Garidan.
@Gruskorb - I'll use your first Acro for the dismount which you fail, so 1 move action to dismount. Your leap was a DC25 attempt which you succeed in the spoiler above.Your turn ends there however, so you won't be able to move opposite of Garidan at this time.

"Truk’tosh is buffeted by the debris whipped up by the hag’s magic but he’s quick enough to ride his mount outside the worst of it. Also, Mal, you could do a standard summon.

Truk'tosh |

Good point. Truk's mount should be safe at least.

Truk'tosh |

It occurs to me that Truk'tosh still has actions to take even if he's trapped in the whirlwind.
What effect would the alter winds spell on have on the whirlwind? Could Truk'tosh weaken it enough to disperse it?

Valjoen_GM |

I took the first part of Truk'tosh's statement to mean that he was successful that first round with his Reflex saves. Since he didn't indicate actual movement in his post or by moving his token, I'd say that he avoided the Whirlwind that round, then took a move action to dismount and a standard action to cast a co-mixture spell with Niyut. So, his mount has moved to safety but Trunk is caught in the Whirlwind. We'll use his second set of saves for Tacal, who has been injured but wasn't taken away with the Whirlwind.
@Truk'tosh - Yes, I'd rule that you can attempt actions while in the Whirlwind. You'll need a concentration check. The spell doesn't provide any rules for casting, so let's go with DC= 15 (violent motion) + spell level + damage (5 this round). Also, Whirlwind is an 8th level druid spell. There is nothing about Alter Winds or any spell affecting it other than Dispel. So, I'd say no to your question about dispersing it.

Valjoen_GM |

The Red one is in range since you can only move half of your distance up when flying so with a speed of 60, she could go up to 30 feet into the air. I don't know what the range of your bone shards are, but if you can kill her this round that means no more coven magic.

5 range increments at 10' per, so I can reach that one for sure. Hmmm, alright going to post as if she is visible to Garidan.
With two of his prospective targets vanishing into the obscuring safety of the blowing snow and clouds overhead, Garidan redirects his attention to the only one left in view. Taking careful aim, he releases two shards in rapid succession at the hag whose own unsteady escape effort is clearly hampered by her lack of vision and what appears to be a particularly vicious stomach complaint. As the shards strike the unsuspecting creature, Garidan carefully shuffles across the icy rocks, his gazing flicking between the wounded hag he can see and the clouds above where two others yet wait.
Making a full attack against red hag, with -2 penalty for the second range increment and passive Precise Strike for more damage. After, taking a 5-foot step one square right.

If the red hag dies from Garidan's attack, he gains 5 temporary HP:
As he dispassionately watches the afflicted hag's lifeless form crash into the freezing water, Garidan is surprised to find the taste of fresh, raw meat suddenly filling his mouth and he reflexively spits in a wasted effort to rid himself of the unwelcome flavor. Accompanying this odd sensory ghost is a feeling of invigoration, and he suddenly recalls something similar happening during other recent fights.

Truk'tosh |

Okay. It's worth noting that Truk's HP in the combat tracker is a bit off. With the damage taken he should be at 64/83.
If alter winds is out, could Truk'tosh use his bone prison ability to anchor himself to the ground and stop being tossed around in the whirlwind?

Valjoen_GM |

Unable to see the oncoming shards from Garidan's rapier, the red-headed hag is critically wounded from the attack. Her body goes limp and she crashes to the ground with a horrendous cry. Landing face down on the icy and rocky shore by the river, the hag doesn't move.

Garidan's prowess in battle had grown, but Gruskorb didn't trust what he couldn't grasp with his senses. That went for the vision of his trap, yet it also held for these hags in the sky. He backed himself against the face of the rise, readying his slash against whatever squall of an assault awaited him.
"Take cover, Garidan," said the rogue closely as he backed away from the open space. He didn't care for the open plains, pretty as they were; he was vulnerable here. And this was a fight on their terms. Not good.
He noticed his companions had been lending themselves to the potent energy of their foes they'd acquired. He was more hesitant to do so - not because he didn't believe it would be helpful, but because he felt there were strings attached. I'm already having visions, already speaking to spirits. Out of the sleet storm a burst of snow and ice engulfs the hag. Though she tries to resist the oracle's powerful magic, she ultimately fails and plunges into the icy river. A faint glow of ethereal energy pulsates from her corpse at the bottom of the river. The pseudo-dragon flies towards the hag but as she dies it turns its attention to locating the third hag that disappeared into the sky.
Conjuring his power, Malthazir dispels the sleet storm which dissipates and is rushed away upon the winds. No sooner had the immediate threats been vanquished, the trio of eagles swope about looking for prey, but all is quiet.
Looking to the red-haired hag, Malthazir and Niyut quickly recognize five glowing ethereal orbs floating up from her corpse. Meanwhile, Garidan glimpses something from the corner of his eye within the small pool of water at his feet. The same pool the hags were hunched over when they first came upon them. Try as he might, he can't see anything however.
Totally forgot the hags SR from the earlier blasts... oh well. The third is out the somewhere.

Niyut |

Snowball ignores SR and I rolled SR for the Fireball. We are good, I think.
With my improved dark vision and the half speed at rising, I should still be able to see the green tinged storm hag if she is 90' in the air. Can I still see her?
With the second hag smote down from the sky, Niyut ventures near the river.

Niyut |

If possible, I would like to use my swift action to pull the essences from the blue tinged hag that fell into the river with Niyut's Endless Hunger is that permissible?

Garidan Vissir |

Anything the hag might have to say back to Garidan will forever remain unknown, as a blast of ice engulfs her and ends her life. Readying himself to move on in hopes of catching a glimpse of the final hag, Garidan finds his gaze caught by something, and he stops for a moment in an effort to see what was. Finally, with a wary flick of his eyes to the skies above, the swashbuckler cocks his blade back across his left shoulder--leaving it ready to release a shard the instant a target appears--and examines the pool more intently. Perhaps not the wisest course of action at this very moment, but something in the back of his mind is urging him onward regardless.
Making a Perception check as a move action to see if he can locate whatever caught his attention in the pool, with a 5-foot step toward it if needed. Readying his standard action to make a ranged attack against the hag if she comes within 50 feet of his position, with passive Precise Strike for more damage. If the hag comes down on Garidan with anything requiring a saving throw, he will use Charmed Life as an immediate action to add +3 to the roll; if he's targeted by a melee attack, he will instead spend the immediate action and a panache point on Dodging Panache to move one square in a random direction and increase his AC by +3.
Perception Check: 1d20 + 11 ⇒ (18) + 11 = 29
Readied Ranged Attack (Bone Shards): 1d20 + 14 - 8 ⇒ (18) + 14 - 8 = 24
Rapier Damage: 1d8 + 7 + 5 ⇒ (1) + 7 + 5 = 13
Readied Ranged Attack (Bone Shards) (Critical Confirmation): 1d20 + 14 - 8 ⇒ (20) + 14 - 8 = 26
Rapier Damage (Critical): 1d8 + 7 + 1d4 ⇒ (8) + 7 + (1) = 16
