Sorry, this is not PFS, embedding a ioun stone is not a trivial matter.
As per the rules:
Implanted Ioun Stones
Not all the secrets of the ioun stones lie with the Ancients. While the First Humans mastered the intrinsic powers of the stones, uncovering new attributes and binding them to devices, the Second Empire explored the interaction of ioun stones and the mind and body, and in time devised a means of implanting an ioun stone within the flesh. This process, originally believed to be irreversible, protected the ioun stone from harm and theft while still providing its full powers to the owner.
Binding a stone to a single owner is a lengthy process. To begin the ritual, the owner meditates with but a single stone in orbit around him. The body must be cleansed by fasting for a period of at least 3 days. If the fast is broken or interrupted, the process must begin anew. At the end of the fast, the owner makes a DC 20 Charisma check; taking 10 is not permitted on this check. Success indicates the stone has bonded with the owner, and may be implanted. Extending the fasting increases the chance of bonding with the stone, but the character may suffer the effects of starvation and thirst if he persists after several failures; the character gains a +1 circumstance bonus to the Charisma check for each full day past the third spent in fasting, to a maximum of +5. Failing the check means the owner must start over.
Once the owner establishes this bond with the stone, he can have it implanted in his body, which takes 1 hour. This requires a DC 25 Heal check (with a –5 penalty if the owner is the one performing the surgery) and a DC 25 Knowledge (arcana) check to succeed. Failure inflicts 1d6 points of Constitution damage and means the implantation process must start again. Success binds the stone on the surface of the owner’s skin in a location of his choice (usually the head, arm, or hand), where it becomes one with the owner’s flesh, deals him 1d2 points of Constitution damage (which he can heal naturally or with magic), and gives him the full benefits of the ioun stone. Once implanted, an ioun stone may not be sundered or targeted by effects and cannot be removed without the owner’s consent while he is alive (barring complete removal of the implanted body part).
I suppose you can find a person with high heal and knowledge arcana to perform the surgery, but it would mean checking on what kind of NPCs are available in a city of that size.

OK, then nix the Anti-Magic Shell and Heal scrolls (saves 3,300gp), and reduce the scroll with 4 castings of D-Door to 3 castings (saves 700gp) -- then use the 4,000gp to buy a <Western Star Ioun Stone>...

Currently Yapp wears no armor and with his dex small Celestil Armor would be best if he could find that..
If not could he swing +5 mithril chian shirt instead? Or perhaps +3 version and a +3 small mithril buckler?
How much bonus can I up the cloak too? Presently its +2 but as stated before he's 100k behind us so theres room to mak it out if you want to allow it..
Could he purchase a wand or 2? Some scrolls?
I guess perhaps the easiest way is to give me a number to work with spending wise..

Its possible his campaign tab hasn't updated either.. I've played with Duhwoo for quite some time now and I've never seen him get to upset over rulings.. Perhaps send him a message?

If its open some sort of arcane caster would best best imo.. I realize the whole no magic at start thing but maybe a multiclass thing with wizard? Fighter/Wizard/EK would fight nicely.. Or something similiar..

Instead of hitting touch AC, you subtract the hardness of your bullets from the target's AC (natural armor and armor values but not others).
You have access to revolvers and lever action rifles (the latter have 15 round magazines).
I also give out grenades from time to time as they are shipped in from home.

You'll have to explain where Land's Challenge comes from. I can't find it anywhere. You also need to show how you get to +22 on a challenge. I see the banner, which plus your level gets you +16.
I am also rather dubious on the chain challenge feat since it pretty much removes practical limitations on uses per day of challenge. Granted, you only have a +1 charisma at present, so it's not too bad, but there is a lot of room for abuse there.

Dwarf favored class bonus. "Order of the land" - challenge = morale bonus to hit on ranged attacks.
Could have put the +2 from the headband into cha to kill one more enemy per fight, but i thought that +1 to my will save was a better idea.
It's an impressive damage bonus, but it only works 4 fights a day against 2 opponents per fight.

Might wanna invest in a silencer man.. 12k for silent shots is an easy decision.. Its a custom item that i highly recommend it since we like to stealth a bit..

Your call, I replaced Chain Challenge with Target of Opportunity.
I don't know that I agree with you on Chain Challenge, the Order of the Flame "Glorious Challenge" ability is pretty equivalent. (Unlimited new challenges within 15'as immediate actions with a scaling damage bonus and scaling AC penalty)
It's not a big deal though because I think Obidiah will have plenty to do besides max damage challenge attacks.
Still got about 1000 gold to spend on something.

Well PFS also decided to deep six it as well, so I'm not alone in the opinion.
Though keep in mind order of the flame is a bit different:
A) The cavalier himself has to drop the target to be able to do the switch (how I read it, and how I would run it) and
B) you don't get a different order bonus at the same time like you were doing

Maybe a bloodrager/rogue. Would make him more of an enforcer type.
Pending the question I posted in the recruitment I think I would make a bloodrager (spell eater OR untouchable)/rogue. Basically I like the bloodrager but am less interested in the spell casting part. I know it's called barbarian but the bloodlines are kind of cool
