You arrive at a dangerously crowded pier. The throng of onlookers pushes and shoves toward the edges, trying to get a better look across the water. The crowds even push a few spectators over the pier’s edge and into the bay.Dragoons try to quell the crowd but only trigger further shoving, escalating the anger. Once the PCs approach the crowd, a young man recognize you and his hysterical calls for help
immediately draw attention. As still more onlookers plead with you to save the day, yet another contingent of commoners irrationally blames you for drawing the wrath of Dajobas upon Port Shaw. A riot threatens.

The frenzied crowd churns wildly upon the
pier. All strain for a better view of the terrible act
threatening to unfold, roaring in appalled anger.
Dragoons attempt to corral the throng to no avail,
and an outbreak of violence seems inevitable.
Suddenly, a monstrous bark rips through the crowd.
“Silence!” it roars. The crowd parts suddenly,
as something throws bodies aside like ragdolls in
a tantrum. From the parting, panicked bodies a
hideous, midnight blue man-shark emerges, its teeth
glistening black with blood, clutching a cutlasses
draped in glistening entrails.
“I am Dalang Jalamar, Chosen of Dajobas, and I
have come for the Jawbone of Kaho Ali’i! If it is not
surrendered to me now, my sharks shall burn your
pitiful kinfolk before your eyes!”
The crowd falls into a horror-stricken silence.
One fisherman dares to raise his voice: “Who be
havin’ this jawbone?”
The man-shark lowers his gaze slowly, so it settles
upon you. Then he hisses and points accusingly,
“They do!”

Ke' stumped forward a step and gave a great laugh, hands on his hips.
"Dalang Jalamar! Chosen of Dajobas! I am Ke'ahilani of the De'hani Tulita! Junior Assistant Witch Doctor of my tribe!"

"I would like to take this opportunity to apologize sincerely for your outrage and return the Jawbone to you!" He declaimed, popping a catalyst into a bamboo tube bomb shell.
"Here! Catch!" He said, then threw the bomb at Dalang.

bomb toss (ranged touch): 1d20 + 10 + 1 ⇒ (1) + 10 + 1 = 12
A direct hit deals 4d6 + 5 ⇒ (1, 1, 6, 6) + 5 = 19 fire damage and catches him on fire (doing 1d6/round until put out). Extinguishing the flames is a full round act that requires a Ref save. Rolling on the ground gives +2 to the save. 2 gallons water auto extinguishes.
Splash damage is 9 points fire damage in a 10 ft radius. Ref save for half damage DC19.

OK, I'll do the same actions, but instead of the bomb I will throw the Tanglefoot Bag.
__An entangled Creature takes a –2 Penalty on attack rolls and a –4 Penalty to Dexterity and must make a DC 15 Reflex save or be glued to the floor, unable to move. Even on a successful save, it can move only at half speed. Huge or larger creatures are unaffected by a tanglefoot bag. A flying Creature is not stuck to the floor, but it must make a DC 15 Reflex save or be unable to fly (assuming it uses its wings to fly) and fall to the ground. A tanglefoot bag does not function underwater.
__A Creature that is glued to the floor (or unable to fly) can break free by making a DC 17 Strength check or by dealing 15 points of Damage to the goo with a slashing weapon. A Creature trying to scrape goo off itself, or another Creature assisting, does not need to make an attack roll; hitting the goo is automatic, after which the Creature that hit makes a Damage roll to see how much of the goo was scraped off. Once free, the Creature can move (including flying) at half speed. If the entangled Creature attempts to cast a spell, it must make Concentration Check with a DC of 15 + the spell's level or be unable to cast the spell. The goo becomes brittle and fragile after 2d4 rounds, cracking apart and losing its effectiveness. An application of universal solvent to a stuck Creature dissolves the alchemical goo immediately.

okay, me Silas and Lucretia are Ddooring over to the other peer to do all the readied actions you posted, And to James, yes, anything you can do to help scare them enough to back off and get us room to work would be great. In the alternative, you can range Attack selectively the barge with the hotages to keep them occupied until we can get to them. We will handle the crowd heckers. Hopefully Silas can use some bardic skills to help disperse the crowd.
