Theodic someone used the bluff skill to tell you something. The bluff value is so high that you are utterly convinced that he is telling the truth.
If you use a very high bluff skill to get past a guard and argue that your bluff is that good, it also works.

For older scenarios that don't have it (i.e. that predated the existence of out-of-tier rewards as a rule) you average the two tiers in between which the character falls.
Second to last one? I see, my confusion was that my name is Andrew, not Harry. :)
