Hack is not noticing the fight's observers...however, he's learned to trust Orryn, and acts on the halflin's suggestion. He turns his axe so he hits with the flat of the blade.

Hack's heavy blade clocks the ifrit in the head and puts him under with the second blow. Stepping up to the other, Hack's third strike is easily dodged and the second just barely (even with flanking).
Senzo is in place to strike his own blow...
Meanwhile, Orryn strikes a blow with his lance and T'Orca begins to do some fire-fighting (because you're down a player already and this will go poorly if I don't bot). Survival: 1d20 - 1 + 2 ⇒ (7) - 1 + 2 = 8 But to no avail! The fire spreads further... 4d2 ⇒ (1, 1, 1, 2) = 5 1d2 ⇒ 2 ...much further.

Ret-con: had I used a Reflex roll for T'Orca in Round II, she would have succeeded with the oread's help, so I will remove an additional square.
Two dwarves, an oread, and towering half-orc put in monumental efforts to diminish the flames, achieving considerable success. The fire is almost out.
The remaining ifrit steps towards the crowd, but continues his attacks--now at Hack.

Skybek continues to balance persuading the locals to fight, avoiding the flaming fists of the ifrits and casting create water over the fiery area.

Orryn pauses atop his flying steed; Skybek compels the rain to fall. Sadly, the flames are too bright to be put out by so little water. Each droplet is nearly evaporated by the time it lands.

how high is the roof where the fire is? Assuming it's reasonably low for a 7 foot half orc and the DC of this isn't physically untenable, this is what's gonna go down
T'Orca, being a somewhat foolhardy yet surprisingly nimble half-Orc, will move to the square diagonal behind we so, and take a ten foot running vault to the roof of the burning roof, possibly landing prone on top. The goal of this is that the paladin will put out the flames on a following turn and sway the crowd with bravery.
None will burn today!!!

It is my fervent hope that someone can deal with the remaining ifrit with nonlethal — since Orryn can't — and thus allow him to land and work on the fire. But as a not-quite paladin, he cannot in good conscience do the fire while lives are still at risk.
I'm willing to give Senzo a little more time.

Senzo pulls off monumental efforts in the firefighting category, while Hack lays out the remaining ifrit enforcer. Within a few moments, the Morak and the other onlooking oreads are able to help put the fire out. Several of the bystanders attend carefully to the injured ifrits and carry them away for medical care.
Out of initiative!
The shopowner comes over to introduce himself and thank you for you assistance. "Thankee, strangers! Name's Morak, I own this here shop, which these blasted ifrits were trying to burn jus' because I won't contribute my wares to the tyrant's war-mongering. To what do I owe the pleasure of your kind assistance?"

Orryn would cast stabilize on each ifrit before they get nearer to death, and help the bystanders in any way requested before approaching Morak and the shop.
Our assistance, good sir, comes without cost; merely the right thing to do, don't you know. Orryn reaches up to shake the oread's hand. If you're so inclined, though, we'd be grateful with some information. Friends of ours came this way not long ago. Perhaps you saw them?

Morak waves you into his singed shop, a collection of structures dedicated to transforming the Zho Mountains’ many minerals and hardy plants into a wide variety of alchemical remedies, tools, and weapons. The compound’s foundations and lower walls are stone; the upper half of the walls is made of wood and has numerous small windows and chimneys to vent fumes before they reach dangerous concentrations. A small garden full of rare herbs extends behind the building.
As he serves a strong cup of tea, the oread explains to Skybek "An ifrit birth is very rare; something about Tygora's influence makes it possible. Most are normal oread children. The witch takes the ifrits and turns them into her personal police and soldiers. They learn her ways--might makes right--and treat the rest of us like chattel, for the most part. But, though wayward, they are our children."
He sits and takes a long draw on his tea before getting to the meat of the matter. "I am just a shopkeeper. I may be an example, hence the need to burn my shop, but I only carry a little sway. Have you spoken with Eurdan Stonemantle? His support for an organized resistance would go a long way. I will do what I can..." he glances over at some shelves and begins rummaging through them "...but I can only do so much and the castle is strong. You should stop by the Fifth Facet, too, and maybe see about getting the slag giant to quit." He sets four potions of cure moderate wounds and a potion of resist fire on the table. "These are for you."

Orryn straightens then to speak with Morak. Indeed, it was Councillor Stonemantle who directed us here — and lucky we happened when we did, or there wouldn't be a shop to visit any longer! The halfling puts his hand on the oread's shoulder. Open rebellion is not in your best interests, but we do appreciate you doing what you are able. Thank you, good sir!

As you approach Valsog's Smithy and Armory, smoke rises from a massive chimney in the center of the open-sided smithy. The ceiling rises at least twenty feet above the ground at its lowest point, accommodating the 14-foot tall giant who works steadily within. A fenced yard hosts a multitude of swords, shields, breastplates, and helms--some are propped up on stands and others lying incomplete in piles. The cadence of iron on steel rings out from the shop. Most of the shop is simply a sturdy pavilion containing a central forge, half a dozen anvils of varying sizes, and a pair of immense ceiling-mounted bellows. Racks mounted on pillars hold hammers of many sizes, and several large barrels filled with either water, oil, or bars of iron.
"Well made," says the giant without introduction, looking over Hack's fullplate. "Where from? A few fine weapons among you, too." His words are interspersed with the sharp staccato clang of his massive hammer on his gargantuan anvil, which looks heavier than the Cyphergate, as he continues working.

Ah, thankye, good Master smith. Had it made in Kaer Maga, just after a job in Riddleport. Ye have a good eye. 'Tis well made indeed, ye can find almost anything in that city. Hack strokes the freshly dented armor. Has turned the strike of many a foe...orcs, devilkin, ifrits, undead, many a foe indeed!

Senzo moves in, chaotically, and without pattern (which makes for good tactics with giants and their long legs.) It's like he does it based on some kind of racial memory as opposed to conscious choice.

He plunges his current work into a huge barrel of water, examines it, gives an irritated look, then tosses it onto a nearby pile of finished swords and picks another out of the fire.
"My client has demanded it for her army. It will go to her when it is finished." He begins hammering away, the clangs of iron on steel filling the spacious shop.
