No, the scare still succeeds, so I'll make that adjustment. As for whether Bentuk has cover from his attacker, it's really a GM call there. If we go from the upper right-hand corner of Brawler #6's square, he can reach any corner of Bentuk's square without crossing cover (he does run alongside the cover, however, so it's a close call). I'll give it to you, however. So, Bentuk was not hit.

Thallin watches the chaos erupt around the room. He watches closely, looking for any fool heading his way. He observes the mayhem and intends to defend himself with nonlethal force if possible.
Calmly he draws one of his blunt tip arrows. With a word of warning he shouts to the crowd. Stand down gentlemen, or this is going to get ugly.

Originally I submitted this action before the thugs had moved. Some things have changed. Ultimately I did submit it, so if held to this action, I will move five foot to a location where I will receive the least AOOs as possible, then fire the shot into the thugs face.

After watching the thugs move in and strike his companions with deadly force, it becomes apparent the patrons of the establishment are not regular customers, that they represent another ambush.
The thugs move in uncomfortably tight around the archer. Feeling out of his element Thallin resorts to a more barbaric combat style. After dropping his bow, Thallin draws his blade. Concentrating on his inner chi, he calmly brings his focus to a peaceful place. A place deep within himself, where magic has no definition. Where his will alone shapes reality. Like a flood gate, Thallin releases a small amount of the raw power within himself, then directs it down his arm and into his blade.
The blade erupts with energy that sends a shimmering cascade down it’s length. Glowing with power there I no doubt the blade is now magical.
Thallin uses his arcane pool to grant his rapier a +1 enchantment bonus for 10/rounds.
Thallin then lunges at the closest thug attempting to run him through.

Remembering her past as an innkeeper at The Ten Rooms, Cascabelle looked nostalgically at the barfight around her. How it took her back! Still, not very good of the establishment to let something like this get started with strangers. Get one evenly slightly drunk fire mage in a barfight and suddenly you were the proprietor of a pile of ashes. Poor dears.
She would have to have a friendly word with the management.
For now, though, they were in luck, because she didn't much care for fire. Poison was more her speed. Easier on the floors.
Cascabelle will use her move action to fish out her Wand of Summon Monster I, and take her regular action to summon a creature directly in front of her. A viper, if you will. Cass loves a good theme.

I have no problem permitting Thallin to restate his action. The battlefield has changed in the interim. I am assuming that by "thug" you mean the combatant nearest you (which is actually a brawler). If you really meant the thug, then you will take an AoO.
Thallin enchants his weapon, then plunges it into the body of Brawler #1. The man gasps in surprise, but quickly recovers from the attack, ignoring the pain.
Cascabelle draws forth a slender wand and begins waving it about, speaking arcane words (begins casting Summon Monster I, will manifest is one round).
Ing shifts slightly and bites at brawler #7, but misses by mere inches. It's trip attack, however, does bring the brawler to a prone position. It brings it's powerful tail to bear against #4, wounding the man slightly. In the same instant, Bentuk lashes out with the butt of his spear at brawler #7, catching the man in the gut, but hardly slowing him.
Brawler #1 swings at Thallin in retaliation, but the attack has left him reeling and his strike misses. Brawler #2 moves in alongside the magus and takes a swing, the attack also missing. Brawler #3 connects with Kyrin, the paladin's armor absorbing the blow, and brawler #4 misses the aasimar badly.
Brawler #5 moves to engage Ing, but the poorly-timed blow falls short. Brawler #6 follows Bentuk, but fails to connect, but #7 scrambles to his feet and manages to connect with a solid blow against the summoner (Bentuk takes 5 points of damage). Brawler # 8 gut-punches Taalaako, eliciting a squawk from the bird-man (Taalaako takes 3 points of damage).

The look of concern is obvious on Thallin’s face. Although his situation appears bleak, the fact he has his back against the counter, gives him a small advantage. All his enemies are standing in front of him, and none have successfully managed to gain a flank. Even with this advantage, Thallin acknowledges the sheer number of weapons being swung in his direction. He realizes he will soon be overwhelmed. Surrounded, Thallin quickly moves into a defensive stance, then thrusts his magical rapier at the man in front of him.
Thallin will fight defensively this round. -4 to attack and +2 to AC.

Thallin jams his rapier into the nearest man and the brawler hits the floor face-first. Cscabelle's new "pet" appears and slithers forth to bite brawler #6. Reeling back from the thugs blow, Thallin’s eyes quickly go the large ax that just struck him. Realizing the nature of the threat, Thallin reorients his attention on the thug. Slightly bending his knees Thallin regains his defensive posture. He then thrusts his magical rapier at the man’s face, in an attempt to draw his defenses high. At the last minute Thallin quickly drops the blade of his sword downward in an attempt to drive the magical blade through the man’s lower extremities.
