The dmg is fine, but the hit must be +8 since tiny creatures get dex as hit and not strenghts.
Bab +3, Tiny +2, Dex +2, Enhanced +1 = +8

Tiny & smaller creatures get to use dex for CMB but don't automatically use dex for their attack bonus. Since the harbinger archon doesn't have weapon finesse its attack bonus is based on its -2 str and comes to +4, as listed.
