The two hounds fly down to ground level, attacking the not yet fled Cade and Bellum.

GM: When the panicked condition says "runs" away, I think the rules mean mechanically attempts to move 4x her speed (you moved her only a double move). It's also in a random direction, not back the way you came. Would it be okay to check for direction? I'm going to roll the checks, and if you would prefer to leave her where you moved her rather than go by the RAW rules, I won't argue. (But she should be 60 feet further up the stairs even if we move her per your direction.)

It's a move action to open a door (per manipulate an item rules), and the Panicked condition also says you can't take any other actions, so I just sent you the path of least resistance (through the open doors). I only took a double move because the "Run" action (move 4x speed) requires moving in a straight line, which you couldn't do.
Plus, this way you aren't panic running into an as-yet unexplored area that might result in drawing unwanted attention. I did the same with Karjys (especially since he can't open doors).

No harm, no foul. The panicked condition interacts with a lot of different rules, and while I'm sure the intent was to use the Run action to get away as fast as possible and randomly determine what direction to go, the various rules interactions and the specific layout of the space make it so that you really can't follow the intent unless you're on a featureless infinite plane.
It's one of the drawbacks of Pathfinder/3.X systems - the intent of a given rule can sometimes be contradicted by the interaction with the other rules it references. There are times I feel like I should make a flowchart to help facilitate my GM'ing decisions.

Riori runs into a room, sees Karjys cowering in the corner and no way out except the door she came in, and turns around and runs through the halls. She breaks out into open air - the courtyard. The horse they'd found earlier looks up from where it's eating grass and snorts loudly, stamping a hoof.

Muttering a million Varisian curses, Riori pauses to catch her breath, and then cast remove fear upon herself. This lasts for 10 minutes, or 60 rounds, so it should be still active by the time she gets back. If the dogs aren't dead by then (hopefully they are) she'll be immune to further fear effects from them.
She then begins running back the way she came. Move this turn, run or double move every turn she can until she gets back to the party

Reaching down to pull for his rapier, Cade realizes that he drop it in the temple when he ran away. Instead he draws the dagger that was given to him by the group when he joined them.

As he comes down the hallway he sees the dog pulling the dwarf down.

Karu stands up from her prone position.

Damage: 2d6 + 4 ⇒ (4, 5) + 4 = 13
Karu Will: 1d20 + 4 ⇒ (13) + 4 = 17
The dog bites Karu as she does, but Karu turns misty and is able to avoid the worst of it. Karu, take 3 damage.
Stepping back, the Dwarf thrusts her longspear at the hound. Once again, her spear encounters resistance from the creature's hide before finally breaking through.
Meanwhile, Karjys saw the halfling and dog she'd been introduced to as friends run by. Sniffing the ground, the bear begins wandering in that direction.
Cade continues to urge Bellum towards the temple. Reaching down to pull for his rapier, Cade realizes that he drop it in the temple when he ran away. Instead he draws the dagger that was given to him by the group when he joined them. "Not as good as my own blade but we shall see what it can do...Come on Bellum." As he comes down the hallway he sees the dog pulling the dwarf down. "Bellum to her. Let us push it back away from our friend. Attack Bellum." Cade thrusts with the dagger, but it bounces off the creature's hide. Any penalties wouldn't matter, because you rolled high enough.

Bellum tries to keep the hounds attention as the dwarf scrambles to get up. "Bark!"
Talia sinks her dagger in deep while it tries to mount Karu. "Bad Dog! Buy her dinner first." It proves enough, as the hound collapses, slain by the rogue's dagger.
Combat is over!
Karjys comes sniffing in around the corner seconds after it falls, trundling over to Karu and sniffing her wounds. After several more seconds, Riori comes skidding around the corner, running back as quickly as she can.

Riori quickly assesses the scene, Riori rushes toward the most injured individual and casts cure moderate wounds on her. (This would be Talia, I believe. Spontaneous cure trade for bear's endurance).
She is flushed and her eyes water. "I am so sorry, I am so, so sorry..."

Don't worry about love." Talia tells Riori as she slumps gracelessly to the floor, breathing as if she'd just run a marathon. "Blasted things scared the crap out of nearly everyone."

Checking to be sure the hounds are completely dead before doing this (cutting their jugulars with one of her starknives if necessary), she then grasps her holy symbol and channels positive energy to heal everyone in the room.

She also retrieves the starknife she threw before the fear struck her.
