If you mean a potion of Touch of the Sea, it gives you a 30' move speed. Don't need to move at quarter speed. If you meant a different potion, it depends.

Hmm... Since I can't reach them and don't have a clear shot, I will see if I can split them up.

Jorin moves to the other side of the deck, drops his spear, begins climbing, and says in a clear voice, I'll climb up over here and get behind them.

Sorry, busy day yesterday.
"Through the ship," the man answers.
On the main deck, the back half of which is submerged in water, the party finds nothing except a small cache of useful items in the captain's quarters: 3 potions of endure elements and 2 potions of water breathing. There is also a logbook, magically protected against water damage, where the captain meticulously recorded his plunders.
Everyone can breath underwater now right? There are stairs leading down on the main deck to the cargo hold but I want to make sure everyone is ready for underwater before we move down there. Also, you can choose the stairs at the front or back of the ship.

Jorin can breathe underwater and already has endure elements going, so you guys can use them.

While looking down the stairs toward the rear of the ship; Jorin says, I suggest we go back to front so we don't have to worry as much about something sneaking up on us.

With my low AC I would prefer to not go first, but will if no one else wants to.

You did not see a rowboat anywhere. Presumably someone dropped them off.
The party heads down the stairs in the back of the ship to find an empty storage room. Through the next door into the middle of the ship, the gloomy water becomes much more chilled and several undead begin to move towards you!

Correct. But at this point I think everyone either has a Swim speed or a +8 and the ability to take 10 due to spells and such. If you don't have one of those things, then, yes, you will need to make a Swim check to deal full damage.

Wizzy inspires the party while Oswin hacks at one of the ghouls through the water. Filios slashes at the lacedon but cannot hit it through the water. Caradeum's arrow is unable to break through the water effectively this time and Jorin's aim is off. Grim uses a well-placed hit to take down one of the ghouls!
