With regards to your question, what's the hook for getting us together. I know we are all in Bloodcove and out of work but how do we know each other. Are we just out of work and drown our misery in a tavern? Is there perhaps a special place where 'day laborers' are picked?
The 'day laborers' seems promising. Looking at the map, maybe we all hang out near the Dockmasters Office since it is close to where the ships are docked (duh?) thus needing temporary labor to load and unload goods. Or maybe a tavern (The Witchlight or The Pirate's Hook)close to the sea (the outermost) would serve as a place where day laborers gather.
Tsk, Tsk, Tsk... I don't want to give anything away. This is one of the few adventures where the tavern is not the first act. Just pick a place in town and it is fine if they are all different.
Mem'basi will hang out at the Dockmaster's Office looking for work, which is not really his main concern, but, more importantly, trying to see if he sees any sign of the poachers (backstory).

If so, then this is Mem'basi recent history:
backstory:
Mem'basi makes it his business to 'follow' jungle expeditions, both to help or hinder depending on the nature of the expedition. It was in this way that he came upon an expedition that was killing animals for no good reason. Mem’basi, a hunter himself, understood about taking lives so that wasn’t what bothered him; these people would kill animals and leave them to rot in the jungle. Birds were plucked of feathers and left, lizards were sheared off their hides, and the mighty rhino was brought down just for its horn. Mem’basi hunted them from the shadows, sabotaging the operation as much as he could but a war party that brought down a rhino was well prepared indeed. He trailed them all the way back to the mangrove town (Bloodcove) where he hoped to stop them before they got on their ships with their prizes. Mem’basi didn’t much care for the animal parts, those animals were already dead, but they also took many live animals with them. In the end, he could not prevent their parting. A final confrontation left the druid mortally wounded and with the bitter taste of defeat in his mouth. This was a few weeks ago.
Today the druid slinks in the shadows of the mangrove town in the hopes of seeing the poachers again. Feeling somewhat trapped in the town, he bids his time and does his best to ignore the jungle calling him back home.

Yoshiyaru and his elven father, Variel, were traveling by ship to Taldor (from the Dragon Empires), when a powerful storm came up. Variel was swept out to sea and the ship was blown off course. The ship, severely damaged, managed to put into port at Bloodcove, in the Mwangi Expanse. In the end, Yoshiyaru was stranded, as the repairs dragged on.
After several months, he had picked up the local language, but was running dangerously low on funds. Alone in a foreign land, Yoshiyaru must now look for some way to support himself...

I agree Sargava could be a New Orleans, Port Peril i would equate with Tortuga. I see Bloodcove having an odd mix of Curacao, Kingston, Maputo(Mozambique) and Saigon all during colonial times but run by businesses like the old Dutch colonies. The Mwangis are pretty much in power but Aspis pulls the strings.

@gmedwin - i have the feeling Chealiax's assault on Sargava was a pretty direct lift from The Battle of New Orleans, with the role of Jean Lafitte taken by the Shackle Pirates. but I may be projecting.
@cofrez - New Orleans is a fairly genteel colonial holding, with a lot of character and flavor (not all of it precisely nice), but leading to a fairly functional component of local national entities. Unique and a bit... 'off center', but functional. GMEdwin's examples (Tortuga, Curacao, Kingston, Mozambique, and Saigon) pretty well abandoned any pretense at governance by central authority. Enforcement of anything like national authority was gone, and the areas became shelters for illegal trade, commodities, and people. They're really interesting studies because there is a common thread of a local power keeping some level of order - enough to conduct business, maintain a level of business and population.
As far as colonial models were concerned, the Spanish and English generally were more interested in governance whereas the Portugues and French were standoffish and the Dutch government, in the early years, let the businesses run everything.
@Angelo, I don't disagree. Although it could be like something Morgan or Drake did, too. Its neat how Paizo picks and chooses different elements in the flavors of locations.

It looks much different than any other settlement youve been to, I figured your character was just really hungover but if you want you could be wedged on one of the roots of the great mangrove tree, where you can see the tree but no buildings.
