It is, in fact an injured guard, though thanks to opening the door while he was trying to knock it down, the man tumbles in and almost falls on his butt as he runs into you, rolls around easier-to-move Tribune! Busy day at work and see even more going on here. Omrax was at a table closer to the bar and would have cast prot v evil on the buff round and move to the door with Varg to help the 'guard'. Assuming that is fine and he is near the guard, he does the following..

This is a really weird case, but I'm going to say these aren't Summoned (as per a Summon spell), but that was a question actually had to confirm.
Also, these ladies have some Spell Resistance, which could be rolled to pierce the circle if it applied. As much as I probably should, due to bank error, no posthumous rolls needed. Here in out, though, SR 17.
