Harnac goes before Evan, so if Harnac moves in, Evan will follow him in to try to get in range for the touch spell. If Harnac waits for Evan to cast the spell, Evan does so in the surprise round.

First time I can recall having regrets about NOT prepping gust of wind, one of those "only useful once in a blue moon but when you need it there's not really a substitute" spells. >.<
Orryn and Stellah will indeed fly up to introduce themselves to the armored Taldan, as Fel indicated.
I don't see her pog on the map, though, so I'm not sure exactly where to place them.

I moved Harnac and Evan on the surprise round. The woman on the catwalk eyes Orryn and Stellah. She takes the opportunity to cast a spell. At the conclusion of the spell a black haze appears in Stellah's eyes: FORT: 1d20 + 2 ⇒ (7) + 2 = 9, and with a screech her eyes go white. Stellah is Blinded. Sorry man. PFS tactics.

Hold on Azdak! Risking the AoO, Sumac kicks Grip into high speed action. The big wolf runs past the thug then turns north to come up behind the thug who is attacking Azdak.
The small druid shouts as he uses his slingstaff as a bludgeon. Though an expert sling shot, the halfling lacks the skill with the weapon in melee combat. Yet his courage is not lacking as he tries to bludgeon the thug in the skull.
Slingstaff melee 1d20 + 4 + 1 ⇒ (17) + 4 + 1 = 22

Harnac's first swing nearly kills the thug, but his second CLEARLY kills the brute. The two remaining brutes fight on, heedless of the odds. Not looking to give up on a solid lead, the middle thug continues to pummel Azdak. Atk: 1d20 + 3 ⇒ (12) + 3 = 15 and lands the hit causing 1d6 + 2 ⇒ (2) + 2 = 4 damage. It means Azdak must pass a concentration check to maintain the spell, DC 15. Check: 1d20 + 6 ⇒ (7) + 6 = 13. Unfortunately, the hit is too much, and the Sleep spell is lost. The thug to the east approaches Sumac and swings Atk: 1d20 + 3 ⇒ (4) + 3 = 7, but the halfling again proves too swift. Sumac is mounted, so Grip should be going on his turn (Orryn, you likely know mounted combat better than I do.) It's Fel's turn then.

DMS, Azdak has combat casting which gives him a +4 Bofus on his concentration check when he is casting defensively. Unless I am mistaken, I believe Azdak's modifier is +10 (+2 Level, +4 Charisma, +4 Combat Casting) which should mean that he keeps his concentration throughout the casting of sleep.
