The whispers cease and the shadows dim, if that is the right word for it, as the candles begin again to provide what little brightness they can to the room.
He speaks to Durdona, "Perhaps your Sire did not teach you the Traditions Fledgling. If he did, take note of the Fourth, The Accounting. Those who Sire take on a great burden. For the actions of the Childe reflect upon the Sire. Your successes are his success and your failures are his failures. Your Sire is to instruct you in the proper rules of etiquette. He is also the first to enforce the Traditions. You answer to him as you would answer to me for your sins are his to bear as well. Once he releases you, then shall your actions reflect upon you and you alone.
Your actions here have breached the Etiquette of my Court and thereby insulted my House. By right I can and I will punish you both. I rescind the protection to your Sire and by extension do not extend that lack protection to you.
While you travel to my Domain for Court you may NOT feed upon my Flock. Should the blood of my Flock pass yours or your Sires lips, it shall be the last Blood either of you ever tastes. You are free to merely come and go to attend this Conclave and for no other purpose.

"To hear is to obey, my lord." Durdona says somber-faced, but on the inside she laughs. And like that I am armed with a host of weapons to exact my bloody revenge.

Bagrat, Xing, Vitaliano, Michele, Onfroi, Durdona & Lorenzo
Narses nods to the Childe, "Wisdom finally seeps through Childe. Assume your seats at your table. You as well Bajazet, now your struggle is the same as the other Clans among who a seat must be fought not merely given". El Cid appears furious with his Childe but says nothing further. He and Bakazet look at each other with naked hatred as both are forced to sit at the same table with one another.
Durga Syn takes a seat at the Setite Table and Lord Benne motions for Lorenzo to go ahead and sit at the Cappadocian Table.
Once everyone has been seated Narses continues, "The first order of business is to set a schedule for voting on Clan Representatives. Tomorrow we shall decide the fate of the Ventrue, the night after, the Toreador, thereafter the Brujah. On the seventh night of the Conclave shall decide the remaining seats open for challenge. That shall be the last night of this Conclave".

Vykos having held in the back approaches the Prince, "Oh my Prince, I believe then that now is the time to formally acknowledge the fact that a second post among the Ranks of the Inner Circle should be formed. One through which the Edicts of this August body can be enforced".
Lord Benne replies, "Indeed, as was proposed earlier in this Conclave, there must be a way to not only pass Laws and Judgments but a way to ensure that they are complied with by the disparate Princes across the lands. Else what are we doing here but wasting our words?"
Brian of Clan Salubri picks up the momentum, "I believe the word utilized originally was Justicar..."
Alyssa of Clan Ventrue stands, "What good would a single Representative be?"
Rafael stands next, "Indeed, such an Enforcer would need at least Deputies to assist in their work".
Simon of Clan Nosferatu speaks next, "I agree with this sentiment. Whoever this Representative will be must be allowed to have assistants".
Prince Alexander stands last, "In my youth we had Magistrates which were named Archons. These Archons could stand in for the Justicar where no available or simply enforce the Edicts of the Justicar in their stead".

Vitaliano had stayed quiet and still as the dead during the drama. HAHAHAHAHA....shame on meHe merely marked the curiosities that seemed to raise higher and higher. He wasn't sure how things were the way the were. Truly Clan Ravnos, or at least Durga Syn, had been prominent and perhaps deadly at one point in time or at least this Prince had held them in very high regard to allow her to hold so much sway over his reactions. His curiosity raised higher still about the individual as the night continued.
When it came time to talk about when the votes would occur and the talk of Justicars, Deputies, and the like...Vitaliano was a little happy that it seemed the Clan's lower standing at this time gave them more time for political maneuvering. But when they began to voice their concerns over how to bring about such things he raised his voice to be heard.
"Forgive the interruption, I see a particular issue that may occur over time. I do not wish to step on the Prince's authority in governing these laws, but perhaps it would be best that while the Prince should have a large say in the appointment of the main force of discipline in this upcoming era...that only the council have a say in the placement of deputies. If we were to do such a thing, then We could appoint the Justicar easily, but exclude the ruling clan's members from being deputies. Perhaps allowing only 4 deputies divided amongst the remaining twelve clans and have them chosen by subsections. Each Deputy being appointed by three clans who can agree on such a person as an enforcer but split those clans amongst the various powers. One of the more politically driven clans, one of the warrior caste, and one of the more illusive caste for each voting power? This way none of the deputies would be able to harbor any favors towards any particular clan and the chosen deputy from each of these minor voting powers would be unable to delve into the issues of the clans that voted them in?" he offered after some time of talking.
He looked around, realizing the length to which he had rambled and cleared his throat and sat quickly.

Alessandro and Luca step off of the enclosed garden to give you both privacy. Robin turns to you Edwarde.
"At first, it will be pleasurable. After, not as much. Then it will cease, all will cease and your senses will be attuned in a way they have never been before".
Robin steps behind you and slides his elongated fangs into your neck. Involuntarily you shudder. The feeling in your loins similar to the euphoria of sex but you make no sound and your body stays motionless. It is as if the ecstasy you feel has frozen the nerve endings of all of your muscles.
Soon though your feeling starts to go away entirely. You feel numb and cold, so very, very cold! Your sight goes dark slowly as if you are falling in slow motions down a well the light of the dim candles in the veranda soon enough wink out entirely.
Your heart beats slowly. Thump thump. Thump thump. Thump thump. Thump. Thump. Thum. Thu....

Although initially frightened, the old curiosity roared back into Geoffroi. That urge to...know. It had sustained him through hours of translating mouldy texts gathered from the looted libraries of sultans and pashas from all over Outremer. And here was a being who could speak in his mind. A Djinn? an Ifrit? Something else? He had to know
I will ask Sir Baldemar to bide here. I accept your invitation.
Geoffroi moves back to Baldemar
"My friend, I am going inside the house. Stay here on guard. If I am not back within an hour you can assume I have been captured. I will not risk you on this, but I would appreciate if you waited until the hour was up to depart."

Without Sadir here I feel compelled to say something so I will stand up and clear my throat a bit, " While I agree the council only may choose these deputies I do not think 3 clans can choose 1. Some of us can't make choices within our own clans for who will be on the council without much discourse so why wouldn't each council member choose 1 deputy? I believe we would need more then less deputies in the beginning, at least, of this grand endevour to make sure the ones on the fringe understand the ways that are dictated. Better to show a larger force then be forced to add to it later and show any weakness to any that may be foolish enough to oppose the Prince. " I will slowly take my seat watching Narses for any reaction.

The Elders listen thoughtfully to the suggestions made by the Fledglings. Narses responds first, "Worry not about "stepping on my toes" Vitaliano of Clan Malkavian. I am not the King of the Conclave, merely its host and the facilitator. While the activities within this city are under my power to control, that which takes place outside of this city must be determined by each Prince individually. I merely seek to bring an end to the hostilities that have driven many of us to each others throats over the past century.
I had my own idea of who would have selected each Justicar and in turn their Deputies but Vitaliano and Michele I believe have made proposals which mirror the thoughts of many present..."

Petradon speaks, "It would seem to make sense to have each Clan have one Justicar each. Said Justicar will be able to step into Clan Disputes more easily than outsiders. As far as who should be the selector, I should think that he who sits upon the Inner Circle should make that choice. After all, that person should select one he believes will enforce the edits of the Camarilla".
Francois of Paris stands, "I agree with Petradon and the Setite. He has the right of it. Early on, a show of force should be used to bring those who are not in compliance to heel"
Helene snickers, "Of course that is foolish another example of why you should not be chosen to lead our Clan. The Malkavian is right. The optimal word here is Diplomacy. A show of force will lead us right back into the War of the Princes. This time with factions battling one another instead of individual rivals. They would feel compelled to band together to fight a rival as large as this organization appears to wish to be".
Lady Jadviga of the Ventrue also stands, "I believe you misunderstand what the Setite was saying my dear. The show of force is an implied not an overt threat. If a single Vampire enters a hostile Domain for Diplomatic purposes, no matter how powerful, they will be exposed to great risk and potentially the Final Death. These Deputies exist only to ensure that the Justicar has someone watching over them. Overt force would come in the form I would suspect of multiple Justicars".
Criatas speaks, "Is it being suggested that the Inner Circle Members would remain here and only here while the Justicar steps into the wider world? What if a conflict of philosophy arises? What mechanism is there to ensure that a Justicar and its Archons, however many that may be empowered, are enforcing the will of this Council?"

You head in through the back door, and see torchlight flickering from the second floor. Treading lightly but as confidently as you can you find the two men you followed here standing to either side of another man, a very beautiful man. He gestures for you to sit.
"Greetings Geoffroi de Clairvaux. I am... have been... many names over the course of history. Mi Ka Il. Beshter. Michael. Then darkness with some periods of light. I was and in some ways am Sebastian and Gesu. Now I am called Talisman by many. Soon, I will be Beshter once more. I could use your aid in this".

Alessandro shakes his head but only half-heartedly. "I confess that we have had problems since the beginning of the strife in the city. This is after all one of the few places my people can come to openly to pray in the city. Father's business contacts kept such characters at but but now it seems outsiders are being looked at unfavorably.
Come, let us see what these ruffians wish from me".
As you and Alessandr step outside he bids Jaleel and the house guard to stand by in case they are needed. You walk towards the group that Jaleel ppinted out to you and recognize immediately who they are, Your Sire, Adria, Erik, Milov Petrankov, and his Childe named Cantor. Alessandro visibly relaxes when he sees the group.
"Lord Petrankov, what brings you and these... acquaintances of yours to my doorstep? You gave my people quite the fright".
Your Sire responds, "I have come to retrieve my Childe Ventrue. It is time for him to be presented to the Prince"
Alessandro raises an eyebrow and looks back at you, "Is this your Sire?"

Luca has been explaining his skills as a shipwright. And, I must hire him... I believe we've settled on terms, with your permission. It will be good to have a man I can trust overseeing construction.
Perhaps there are other ways we can upoort each other's... ambitions? Allies are hard to come by.

Vitaliano cleared his throat "Forgive me, but each clan having it's own Justicar would be simply be a folly. If this is to be a governing of the entirety of the Vampire society then having the Justicar working only on their own clan's issues would be putting in place a system that frankly from the sounds of it is already in place. There would be bias in the Justicar's thinking. I am not saying that there can't be deputies in each clan but if we are to have matters taken care of in a less biased manner then an Outsider would be best, it would also give to a broader thought process than just the Clan's well being." he said trying to keep his tone light hearted.
He could see already that there were a few worth voting for if he were to get the ear of his sire, this Helene for instance.
He shook his head "I still believe to strengthen relations between the clans then we should govern each other, otherwise it will lead to one clan...most likely the Prince's clan of each territory controlling the rules and the outcomes of disputes and not a system to which all are beholden. Which...would intern most likely lead to further attempts to kill or dethrone the Princes in order to gain the power to enforce their own ideals of justice upon the territory." he said in a very serious tone.

The man who claimed Luca as Childe grins, "Excellent. It is good that you have come to terms I shall look forward to the seeing the vessel complete. Then we shall discuss what it is I wish to be built Childe.
I am Yenshun Igodini of Clan Gangrel".
The other introduces himself to you Alessandro, "I am Erik this is my Childe Adria. It seems appropriate that we introduce ourselves. If Court is underway we should at least try and get there before it ends".
If neither of you have anything else to add, I'll bring you to Elysium.

Simon of Clan Nosferatu speaks, "Perhaps the Malkavian makes some sense but in his youth he fails to realize that the best way to bring a Prince to reason is through meeting one of his own blood not that of another".
Lanzo von Saschen and Gustav enter Elysium, "So the topic of enforcement has begun eh? Well I second the motion of the Malkavian. The Justicars should be from only the best stock! How can we trust a Setite to be trustworthy or a Nosferatu to move about freely in society.
No, only the most respectable of us should be put in such a position of authority, especially without direct oversight..."
Lord Benne responds to Criatas' question, "This Council is what will ensure that the Justicar enforces the will of the Council. Their decision will be too public to be kept a secret for long. Those who do not enforce our will will find themselves the subject of a Blood Hunt from the other twelve Justicars".
