Min Maxing to the Extreme

Advice

Just a simple curiosity question.

What is the highest and lowest possible of each stat at level one within the context of the rules?

Lowest is generally 5 (from a possible 7 if doing purchase)

Highest would be a 20 (from a possible 18 if using standard races)
Example

18, 14, 12, 10, 10, 7 from 20pt buy

I mean through any and all means, such as

A Young Kobold with minimum base strength with have a final strength score of 1

Custom races or starting as a monstrous race for example could grant a +4 to that 18.

Since there is no rule saying that you have to use the point buy system, 1 is the obvious minimum. The maximum would be 18 + whatever maximum stat bonus is allowed by template + unusual creature racial mods. Could be well over 30 if the GM allowed some particularly broken options.

Any and all methods?

Mind you, I'm still keeping in-line with a more "standard" power level.

Of course, not all GMs will allow everything listed, as they do open the system up to this kind of abuse, but if they do....

First: custom race, 12 RP (Two points above "standard" races, but it's less than Tengus and Tieflings, so it could be considered alright. It does open up "advanced" race options, so there's that):

Humanoid- 0 RP
Small size- 0 RP
Slow speed- -1 RP
Paragon Stats (+4 Cha, -2 Str, Dex, Con)- 1 RP
Standard languages- 0 RP
Advanced Charisma (twice)- 9 RP
Skilled- 4 RP

Negative Energy Affinity- -1 RP

Total: 12 RP
-2 Str, Dex, Con, +8 Cha
Skilled, 20 foot movement speed, Small size, and Negative Energy Affinity

So now, we take that race (let's call them Unhobbits), and use a 20 point buy:
Before racial modifiers:
7, 7, 7, 17, 12, 18

After Racial Modifiers:
5, 5, 5, 17, 12, 26

Now, let's make our Unhobbit really old (venerable age), and since you can't reduce a physical ability score below 1 through aging:
1, 1, 1, 20, 15, 29.

(Remember, this is still level 1).

Now, to combat the fact that our clothes will put us over maximum encumbrance, your first level will be a Chained Synthesist Summoner.
Let's have a quadruped eidolon, giving us ability scores (when bonded, which should be always) of:
14, 14, 13, 20, 15, 29

Next, take the Pounce evolution, and the Claws evolution twice.

Right now, you're out-fightering the Fighter, with four claw attacks and a bite attack, along with pounce, along with a decent strength score, to do massive amounts of damage.

You also have almost as many skill points than the rogue, with 8 every level.

You're as smart as the wizard.

You have 40 foot movement speed, and can use your 4 first level spells each day to heal your Eidolon 1d10+1 points of damage.

From 2nd level on, become your "true" class, which can be any charisma-based class. Really, it could be any casting class, by simply switching your 29 to a different mental ability (and changing Unhobbits accordingly for that sweet +8 racial bonus to the appropriate ability). After all, the only thing you're using charisma for is an extra casting of rejuvenate eidolon every day.

Also, in a few levels, kill yourself and be reincarnated to bring your base physical abilities back to 7, then get racial modifiers on top of that. Plus, you'll be young again.

I think I also demonstrated why Summoners (especially synthesists) are so frequently banned.

A level one agathion- or archon-blooded aasimar barbarian or bloodrager with the +2 Con variant ability and the Raging Vitality feat can have a 28 Constitution when in rage. With a 12 RP custom race similar to the one built above, we could boost that up to 32.

You could also have it be an 11 RP race (like a Dwarf) by giving it no negative energy affinity and Darkvision 60 feet instead of skilled. You would just have 1 fewer skill point. Any lower, though, and you can't snag Advanced Charisma.
