Throat Slicer from Heroes of the Streets, looks like.
And it seems an odd question. As long as you have a Standard action free (such as via Greater Grapple), you can CdG an Unconscious, Bound, or Pinned target. Doesn't say it has to have been made so by another creature.

Yes, it definitely works with Greater Grapple, which lets you take a standard action CdG and still maintain the grapple as a move action.
If you take a standard action other than grappling, does it immediately release the grapple or not until the end of your turn? If the grappled target does not lose the grappled/pinned condition until the end of your turn, you can pin someone and slice their throat the next round even without greater grapple, but if the CdG doesn't kill them they're no longer grappled/pinned.

Essentially here's how this would work with Greater Grapple...
Round 1: Standard Action to Initiate a Grapple, then Move Action to Pin.
Round 2: Move Action to Maintain Grapple (Pin) as per Greater Grapple, Standard Action to Coup de Grace w/ Throat Slicer.
Round 3: (If target is not dead) Move Action to Maintain Grapple (Pin). Standard Action to Coup de Grace w/ Throat Slicer.
That is actually a really nasty feat for a grappling build! You can darn near kill in two rounds and continue to do so alllll day. Although I just noticed it's not legal for PFS, which is highly depressing...

The more I think about it, the more this Feat makes me want to make another high level Grappler. I had a Mythic Tetori, but at the end of his career it became more efficient to just Mythic Vital Strike s+~* and use Grab on whatever scraps of flesh remained than actually Grapple.
Would love to take that Turtle Clutch idea and basically be a big burly man who dodges blows and then puts a dude's head under his armpit/in his elbow, noogies them, and then HUTTAH NECK SNAP.

I don't know the formula for that type of build, but it would be pretty awesome to walk into a room and just coup de grace 3 guys.
Sorry if this is a derail. It's not about Throat Slicer, but it is about using Grappling to inflict damage.
I was just thinking about using Armor Spikes along with Grab and maybe Constrict.
How about this: Combine White Haired Witch and Great Cleave. You get a Free Grapple Attempt with every hit. You get bonus Armor Spike Damage with every Grapple. Take a 2nd level in WHW, and you get Constrict, too.
Then take levels in Warpriest and start doing Sacred Weapon Damage for both your Hair and your Spikes. With the Destruction Blessing, both of those will also gain the extra weapon damage. With even 1 level Ranger, you could use a Wand of Strong Jaw, making your base damage go up from 1d6 for SW Damage to 2d6.
Maybe instead of riding out with Warpriest, you ride out with Something that gives Sneak Attack Damage like Rogue, Ninja, Slayer, Alchemist or Brawler. Maybe take Dirty Tricks, the Ninja Vanishing Trick, Shatter Defenses, and/or Dimensional Slide to lock in your Sneak Attack Damage and then Sap Adept, Pinning Knockout, and Strangler to up your SA damage. Again, Sneak Attack damage will accrue twice per victim: once for the hit, and once for the Grapple. Since White Hair is Intelligence based, and since Sneak Attack Classes are Skill Classes, there would be some real utility synergy, too.
Then also take Greater Grapple, Expert Captor, and Potion Glutton for taking out single foes. I think I feel a build coming on.

Yeah - Throat Slicer does away with the "slowly choke the life out of them (by allowing someone to hold their breath for 11+ rnds)" aspect of grapple. Being a Strangler just got a whole lot easier!
I fully expect that this will get nerfed. Making c-d-g too easy is always a bad thing. (Unless it is due to magic, it seems...)
