Just wanted to check to see if the item below can be worn in combo with:

DESCRIPTION
This taut black band, clipped with a black metal skull, can be attached on the outside of a hat or other head slot item or can be worn as a normal headband. The wearer gains a +2 competence bonus on Intimidate checks and increases the DC of any fear effect he creates by +1. In addition, if this headband is attached to the outside of a hat, the wearer's hat or headgear cannot be blown off or removed by wind, water, or environmental effects, and the wearer gains a +5 circumstance bonus to his CMD against steal and sunder attempts targeting his headgear.

This is the problem here.
as a normal headband
I'm assuming it means to say normal headband slot item for the following explanation below. Though in the end it doesn't change much because you can always attach it to a mundane hat or Head Slot.

Parsing it out it looks like you have these options:
1) Attach it to a Head Slot item
2) Use it as a Headband Slot item
3) Attach it to a mundane hat
Using it any way grants you the Intimidate and Fear DC Bonus.
Using it as 2 or 3 also adds the cannot be blown off, CMD stuff (to the Head slot item or mundane hat).
Note that Headband and Head are two different Magical Item Slots on a player.
Helm of Teleportation is a Head slot item.
Headband of Mental Superiority is a Headband slot item.
You can attach the Dead Man's to the Helm of Teleportation or wear it as your Headband.
In the end...
Helm of Teleportation (attached Dead Man's) + Headband of Mental Superiority.
or
Helm of Teleportation + Dead Man's.

If you'll note under the Dead Man's slot entry, it gives only "headband" and no other qualifier... with that, the item text only modifies just where it be used (headband slot or as an addition, with perks, to a head slot item... eith way, it still remains a headband item.
At least, that is my interpretation of it...

It remains a Headband item that has the ability to be

Though I can see it the way you say it, where it remains as a Headband that can only be fully 'unlocked' when attached to a Head item.
The fact it calls it out as being wearable as a 'normal' Headband is what leads me to believe that the Headband has abnormal rules.
This thing gets messy with Gestalting, but as Pathos said, you can do that with a 1.5x cost of the Deadman added onto the Superiority if your GM rules that way.

I also parse it as a Headband item that uses the Headband slot but may be attached to the Head slot item to prevent the Head slot item from blowing off by wind.
With this interpretation of the item, you wouldn't be able to wear two headbands or two head items. Just this headband and a head slot for the added "wind protection" benefit.

The Dead Man's headband always takes up the headband slot.
You can wear it alone, in the head band slot, or you can attach it to a hat in which case the hat will take up the head slot (as normal) and the Dean Man's Headband will take up the headband slot (as always) when worn in the second way, it gives an additional minor magical effect of not being blown off etc.
