Precocious Spellcaster seems like a great trait.
It is not. Please, don't waste your trait on something crappy like this.
It's decent early on for a blaster but its value drops off once Burning Hands stops being your go-to spell when you get access to Fireball. An extra 5' of range on Ray of Frost is better than a kick in the pants for a blaster too but it doesn't benefit you much more than that on your 0 level spell.

How/where can I read about this?
You can't retrain traits, but you can retrain feats. So if you took the feat "additional traits" then you could trade it out for a different feat, or the same feat but with different traits.
