Ok, playing around with a gnome horselord and just hit level four. So I want to make sure I'm doing this right and legal. For my wolf to carry me and all my gear...
1) I take the feat 'extra item slot' setting it for 'shoulders'
2) then I can buy my wolf muleback cords, so he can carry me, my gear and his saddle, bit, etc.
Am I correct?

You can do that. But do you really need it? Remember, all your gear is half weight, and your wolf gets half again carry capacity, because he is a quadruped.
So assuming you have spent no points in strength:
230 lbs light encumberance.
40 lb Gnome
25 lb full plate
5 lb lance
50 lbs misc gear
120 lbs. You should be just over half the wolf's light load.

Barding for the wolf is only going to be about 50 lbs at most. (and if you want the full 60', you need either mithral or light armor, so more like 25 lbs.) Since the wolf is medium size, it's armor weighs the same as a medium PC
So yeah, go ahead and buy the cloak of resistance, you aren't going to need the muleback cords. (I guess, if you want, you can buy them in case you need your wolf to haul the whole party out.)

Barding for a medium creature is twice the cost and the normal weight for the armor. Both chain shirt and lamellar (leather) weigh in at 25 pounds. You should have no difficulty adding those. It will probably be a little time before you get medium armor proficiency for your wolf, and by then his strength will be a lot more than it is early on.
