the cavalier archtype called gendarme gets new feats evry few levels. do you have to meet the prerequisits. my main reason for asking is because gendarmes have a certain list of feats. if you have all of those feats, you just choose combat feats as normal. but some feats(such as spring attack) have prerequisits. what happens if i only have spring attack left and i dont meet the prerequisits

Normally if such an ability doesn't state that you can ignore prerequisites you have to meet them. At least if you get a list to choose from. Per RAW as I understand it you are out of luck and get nothing.
Could you, perhaps, retrain another feat to meet the prerequisites? Or to unlearn another of those feats to relearn it now as a bonus feat?

Given that the ONLY feat at issue is Spring Attack, it's quite reasonable to assume that the average Cavalier will *NEVER* qualify for it, and that it's a *USELESS* feat for a mounted combattant, I think your solution is unreasonable.
