What is the assumed Caster Level for potions and scrolls?

For example, the party finds a potion of Cure Serious Wounds. The spell itself can cure 3d8 plus up to +15. But it could be as low as +5 to the roll, a significant difference. I thought I saw the rule for this somewhere, but I can't locate it.


It is generally assumed to be the minimum caster lv to cast the spell, unless stated otherwise. I don't remember where this is mentioned though.


It's assumed the CL is the lowest necessary to make it.

Assumed is minimum caster level to make the item.

With cure 3d8, its level 5. So normally cure serious wounds potions heal 3d8+5.

They could have higher caster level, but only if creator had a reason to use one.
