Hello all,
A friend of mine and I are having a dispute about the Oracle Revelation Coat of Many Stars.
Coat of Many Stars (Su): You conjure a coat of starry radiance that grants you a +4 armor bonus. At 7th level, and every four levels thereafter, this bonus increases by +2. At 13th level, this armor grants you DR 5/slashing. You can use this coat for 1 hour per day per oracle level. The duration does not need to be consecutive; it can instead be spent in 1-hour increments.
I believe that the AC increase is based on Oracle level as per the multiclassing rules stating that class abilities refer mean class level unless otherwise stated.
They are claiming that the AC bonus is based on character level as Oracle level is specified in the duration, and that the distinction in the wording implies character level.
What be the official ruling here?

it is by Oracle level unless the class says it stacks/adds. Class abilities and Feats are two different things; the first usually does not, the second usually does.
CRB Channel Energy level stacking FAQ which is a parallel ruling.
CRB Prestige Class class stacking FAQ a more direct ruling but about base class levels & prestige class levels stacking for base class advancement.
Oracle class scroll down to Revelation. In context it's clear they are talking about oracle level else a Oracle 1 / Rouge 19 would get the oracle's final revelation. Those 20th level class abilities are there as bait to prevent multiclassing.
