Yeah I'm confused by it too. My group uses Herolab and I think it's applying a Masterwork bonus to the ABP bonuses. RAW I think it could probably work because it's not a magic weapon, but there's an argument for the other side of it too.
It doesn't seem like there is a hard and fast rule as is applies to masterwork stuff?

As everyone has said, it's not crystal clear. Having stated that:
It seems that masterwork would only have an effect through third level. (Before you get Weapon Attunement +1 at 4th level). Because the masterwork bonus to hit is an enhancement bonus. Just like with the core system - once you are getting an enhancement bonus from another source, the masterwork bonus doesn't apply.
If a character doesn’t have enough of an enhancement bonus to afford the special ability (such as a 4th-level character with a vorpal longsword), she can still use the weapon’s power on its own, but the weapon gains no enhancement bonus.
Under Core rules, a vorpal longsword would HAVE to be masterwork, and therefore provide a +1 enhancement bonus to hit, but the ABP example states "the weapon gains no enhancement bonus." In fact the ABP section doesn't mention "masterwork" at all.
The way I reconcile the hole is to use game balance and simplification logic. No bonus from masterwork. You get to use the weapon's power, even though it could be far in excess of what you "should" be able to use, so you get that instead of a masterwork bonus to hit.
