The Concordance

Speak Local Language spell wrote:

This spell functions as tongues, except the creature touched gains only the ability to speak and understand a regional human language, such as Varisian or Common (Taldane in the Inner Sea region or Tien in Tian Xia), and the language granted must be one you know.

The "you know" is ambiguous. the spell-caster just need to know the name of the language, or need to know the language well? So there are two understandings on that.

1 The receiver can gain the ability to speak a regional human language.
2 The spell-caster can grant one of his language to the receiver.

Language known normally means your character understands the language, i think if you only need to know the language name, then the sentence will be redundant since you must be knowing the name already when you want to grant it

In this context, it must be a language the caster can speak or understand (I probably wouldn't count it if they only knew how to read it or something, or it wasn't spoken, like American Sign Language, not that that's likely a region's predominate language). Meaning, if you spent Linguistics ranks or it's one of your starting languages or bonus languages.

It's not like saying, "Eskimos speak Inuit. I don't speak Inuit, but I know their language is called Inuit, so now you can speak that language."
Just knowing people speak Spanish in Spain or French in France or English in England is not enough for the spell. You have to know Spanish, French, or English, not just know of Spanish, French, or English.

The Concordance

thx.
We will go this way,

In English, "know" =/= know of".

"know" in general indicates a degree of proficiency or knowledge beyond being merely aware of or knowing a handful of vague facts.

As far as languages are concerned this is IRL usually harder to determine than in game. IRL, how do you determine proficiency in, e.g., English? Is ability to ask simple questions and understand simple answers with difficulty proficiency and make up for lack of detail with lots of gestures? Or do you need to be able to hold conversations about most things but still struggle with anything but the simplest literature? Or do you have to be able to read Chaucer in the oldest extant MS forms without translation aides?

In game, it's a binary thing - you know a language or you don't. Unless you play in my games.

I think is based in the grammar of the language and in the slang that you use in you race for example if the Chaldean and the andorans use the same grammar and slang or there are some changes (like the British and American have both English but some grammar and slang change significant)

Pronunciation also matters.
