With 6 bestiaries there are over 2,500 monsters not including those from adventure paths or other sources. That does not include NPC’s that are probably more common than monster as foes for the PCS. There is no way that any single campaign can use all of the monster in the game. Even multiple campaigns cannot use everything.
Most of the time the GM will choose only a small portion of the available monster to use.

I think that the variety of monster Themes is as significant as Type, or Power Level, etc. Some published monsters, such as the tooth fairy, leshy and Krampus would probably never be used in my game -- same with that dumb-looking rabbit with a unicorn's alicorn jutting out from its forehead. Years ago I knew a gamer who wouldn't use demons or devils. Other DMs won't use Mimics, Rust Monsters or Ethereal Filchers. Whereas, in some gaming groups, those kinds of shenanigans (or Theme) is apropos and fun. The monster books, therefore, must showcase a variety not just of Type and Power Level, but Theme or Flavor as well.
