Question about kineticist impulse levels

I have a question about level+ a for kineticist impulse. Lightning Blast is a 4th level feat, and says that at level +3 you get +1d12 damage and +5' range. I thought that meant the increase happens at lvl 7, 10, 13, etc. My GM says it happens at lvl 4, 7, 10 and so forth. My reasoning is that since you can't get the feat til lvl 4, the original level is 4, not 1. GM says otherwise. Please someone clarify, thanks.

heighten effects start from the level of the effect.

So, as an example, a fireball (rank 3) has a heighten (+1 rank) +2d6 damage. You don't start measuring from rank 1 for that, but from rank 3 that the spell is initially.

The same is true for Impulses. You start measuring from the level of the impulse.

So, you are correct in this one. Lightning Dash (which is the one I assume you are talking about) heightens at levels 7, 10, 13, etc

Game developers should borrow a bit more from software developers. Don't use an example that includes the numbers 0 or 1 in order to establish a pattern.
