A recent scenario suggested that the reclusive strix and the owl-folk syrinx of Arcadia are in fact the same people. If I picked up a strix boon and chose to be from Arcadia, could I play an awesome owl person?

Looking at the PFS scenario 4-13 Within the Prairies, you can use Strix Lore to find out more about the syrinx.
Critical Success Strix and syrinx were once the same people and lived on Arcadia. The location of their original home is lost, due to both time and the cataclysm depicted in the Scattered Nest. During the upheaval, they were separated into two groups. The ones able to stay behind became syrinx, and the ones who were able to flee eventually became strix. Many generations later, each group discovered the other survived. The reunion ushered in an era of joy and cultural prosperity, as both groups believed the other perished in the aftermath.
Success Strix and syrinx regard each other as cousins. Syrinxes are always welcome in strix society and vice versa, demonstrating a stark difference in their treatment of each other compared to their view of other societies. Their cultures share more similarities than they do differences, despite being separated by an ocean.
Strix PCs automatically critically succeed at this skill check.
I’m not sure if all syrinx are owls.

In 1st edition they were distinct species with unique stats and abilities.
It is definitely implied in 1e possibly outright stated, its been a while so I forget) that the two likely shared a common ancestor but the creatures that became 'syrinx' and those that became 'strix' were separated long ago.
In 2e I could potentially see Syrinx perhaps being a Heritage option for Strixes, but without a ruling to that effect I would assume they are unique Ancestries. Similar to Dwarves and Hryngar.

From lofty monastery-cities entrenched in soaring cliff sides and high mountain valleys, the syrinx seek to bring peace to all lands that fall within sight of their marbled spires. Erudite and aloof, the owl-like scholars embrace art, philosophy, and nebulous faiths, seeking to distance themselves from a history of barbarism and ruin. To this end, they seek to enslave all lesser races, especially those without wings. Their elitist culture rests upon thousands of backs in an elaborate hierarchy of slaves. Directly below the syrinx are the strix, a race they magically modified in the distant past to serve as warriors and slave masters.

Yeah, but massive retcons to understanding and knowledge happen all the time (and not just in the game world, either.) We discover from both linguistic and genetic evidence that groups of humans formerly thought unrelated have more closely tied histories than previously understood.
We've had new interpretations of history throughout Pathfinder 2E. At any rate it will be interesting to see if we get a Syrinx heritage for the Strix.

After the remaster hits I am planning a game that will include a more fully owl aesthetic stryx, and found this thread. In 2ed stryx have already widened from their 1ed descriptions. I agree with new take that the syrinx are the Arcadian population and don't need a separate ancestry. The current heritages can already work well for syrinx but I imagine a syrinx update will also add a few more.
Personally I think allowing the wide-eared swept-haired elfish faced people on one end with beak-faced feather avian-headed on the other is a reasonable variety within an ancestry that doesn't need rules differentiation. Plus room for mixing in between as wanted by players. In that sense I think additional isolated populations of owl-folk can be revealed to be the same ancestry with different recent histories and aesthetics.

This description makes me wonder if their name is a Rush 2112 reference. I am definitely picking up a "Temples of Syrinx" vibe.
