Okay, so I've tried to navigate through the PFS "guide"/site, to very limited effect (I don't know if I'm just stupid or what, but I can't stand it. Anyway...).

All I need is a concise rule-backed answer of if I can run a PFS-legal game with less than four players; and if so, what do I need to do?

Add pre-gens, who can be controlled by either the GM or players.

If playing at a tier too high for pre-gens, you can play with a small party if everyone agrees, but be sure the players realize they're in for encounters unbalanced against them.

Two players is the minimum table size.

Rules for adding pregens

To expand on the previous answers: Minimum table size is 2 [for level 1-4, 3-6, and 5-8 adventures], in which case you'll add pregens of "appropriate level" - check the table to see what to use: For example, for a level 1-4 adventure with a level 2 and level 3 PC, you would add two level 1 pregens (because the challenge points are 3 for level 2 and 4 for level 3, totalling 7, which is <8 in the chart).

For level 7+ adventures, minimum table size is 3 players, and you'll add 2 or 4 challenge points depending on whether the three PCs are in total of <12 or 12+ challenge points.
