Why would a blatantly obvious exploit like that be allowed?
Be sure to check the General Rules. Especially that last one in the list.

I'm actually somewhat surprised that I can't find anything in the Invest an Item action, the Invested trait, or the Investing Magic Items rules that prevent taking off an item, handing it to someone else, and having them invest the item and use it.
That seems like a bit of an oversight. It isn't something that would be typically done since people will want their own permanent magic items - well, permanently.

Well the ring itself says if you take off the ring for any reason, you lose the additional spell slots. You can’t gain spell slots from more than one ring of wizardry per day, nor can a single ring of wizardry grant spell slots more than once per day.
So the answer is clearly no in this case. But for the more general case with other items it may not be.

Damn my useless eyes. Oh well, that it has that line at all means that sort of playing with investment is intended. Just need to find if there's anywhere where it can be put to use.

This is completely normal and clearly intended use of investment (together with the fact that investment takes only 10 minutes and can be done at any time throughout the day). (But not keeping temporary effects after removing items)
The thing to remember that investment limit is the number of times PCs can invest items per day, not the number of items you can wear at the same time. So at medium levels you would reach the limit pretty fast if you play this game.
