Can druid use a staff of healing?

Yes. The spells on the different versions of the staff are on the primal list as well as the divine. One just needs to be capable of casting the spell on a staff to use it (as well as being the one to prepare the staff).

As Lucerious stated, a Druid can cast the Primal spells from staffs

You'll see that for the staffs of healing, the only spell that a Druid can't cast is breath of life.
