Hah, wow, I'm surprised this is the first I've heard of it. You're absolutely right, that must be a typo. Most likely when people read that a part of their brain goes, "The observers' perception DC, the DC the observers need to roll against to perceive" and accept that being distracted makes their difficulty increase... when their level of awareness is in fact the difficulty of the check XD

Is there a forum here that lets people bring stuff like this to the attention of the developers?
Not specifically. We use to have a flag (IIRC) for marking a post as a candidate for Errata/FAQ but we lost that years ago.
To my knowledge there's a specific way to get the Devs to look at something, except that particularly high volume threads do tend to get them to look (although they rarely post anything).
However, this one doesn't appear to be controversial or unclear it what should be done, it's simply a silly editing error.
Either "increase" should be changed to "decrease" or the sentence would be have to be reworded...and I can't imagine in what way that would be better than just substituting decrease.
