That would make the most sense I suppose. Although, I'll add that capacity also says you can reload normally as 1 interact action which contradicts reload 2 weapons.

Yeah, I can see how that is a bit less than clear when talking about a weapon with reload 2.
I mentally interpreted that to be 'you can reload each chamber separately using its normal reload process.'
Yeah, I don't see that as an override of the reload 2 of the weapon.
