Are there street Urchin gangs in the Inner Sea countries? Do the thieves guilds use them to recruit members as the Urchins age out of the street urchin gangs?

I believe Absalom: City of Lost Omens has some details about its gangs of street urchins, but generally that's the kind of thing a DM is expected to make up on the spot I think.
