I am looking for a feat, trait, spell, racial ability, or item that lets you modify a d100 roll up or down. I’m aware of quite a few that modify d20 rolls (such as cleromancy) but I can’t find any that affect d100.
To be clear, I am NOT looking for the following:
-Class abilities.
-Things that only affect a specific d100 roll (such as confusion or divination).
-Suggestions to use a d20 instead/talk it out with my GM.
I could have sworn that there were some spells that let you modify “the next die roll” up or down by a bit (d6 or so) but now that I’m looking the only ones I can find are explicitly for d20 rolls only. (Other than lucky number, which could possibly affect a d100, but only if your d100 result is less than 21 and happens to match the lucky number.)

What d100 roll are you trying to modify? That might make a difference on what could affect it.
This.
D100 rolls are both pretty rare and varied, so you are unlikely to find something that modifies all of them: Offhand, I believe they come into play with Concealment Miss chances, certain divination spells, and the Rod of Wonder, so while I doubt there is anything in game that would modify all three of these rolls, you could probably find something that modifies one of them...

if it's a spell or magic item with a randomized effect (rod of wonder with it's roll 1d100 for outcomes for example). the fortunate trait can help you reroll 1/day.
droskar's approved 'Gray Gambler's Hat' will let you change a dice roll by changing the outcome by 1 (up or down), idk if you can find a d100 in game though...

Do I know these boards or do I know these boards?

I'm toying with concept for a new character, one facet of which is an unconscious ability to manipulate chance. A "lucky" character if you will. (In general terms, not explicitly tied to the in-game concept of luck bonuses. So Fate's Favored is not a "must-have".) I had the idea in mind years ago and remembered it recently. It's not one particular die roll I'm trying to influence, it's as many options as I can find. Ideally as kind of a background/continuous minor thing instead of as my main/go-to shtick. So I first re-looked up things like cleromancy and Incredible Luck. I have found lots of options for influencing d20 rolls but hadn't found anything for d100 rolls.
Fortunate is pretty appropriate. Gray Gambler's Hat probably wouldn't come up much (if ever) but definitely fits the theme.

if you are looking to build a 'George just lucky i guess' character. a catfolk ,or someone with racial heritage(catfolk,) with the black cat and lucky feats is a good start. i would go with a dual-cursed oracle so you can pick the Misfortune and fortune revolutions. pick the fortunate and fate's favored traits. and try to get the gambler's hat and maybe the Droskar guiding ring as well. (need to actually worship Droskar for that last one to work, but work very well with the fortunate trait as it's a magical item effect, in the long i got 3/4 items crafted this way so it's like 2+1 deal)
