question for The Lady's Favor of Skull & Shackles

There are 6 locations. Had closed 3 locations, and defeated one Pirate Hunting. Then defeated Enemy Ship at Pinnacle Atoll. Because of the 'When Permanently Closed says 'On closing, stash a plunder card', two plunder cards were added, making the total number of plunder cards to 7.

Should the random check to summon Commander Kyan Kain be performed, or the game end immediately without the random check?

My thinking is the random check is not performed. Otherwise, in a normal game that ends after closing all 6 locations, the random check will always summon the Commander.

The game ends when you stash the 7th plunder card, as you've met the winning condition. I wouldn't continue the turn (by summoning Kyan Kain) any more than I'd continue a turn after a villain has been cornered in a standard defeat-and-corner-the-villain scenario.
