So movement through difficult terrain takes twice the amount of movement than normal and you cannot 5-ft step without use of feats.
The entangled condition, and by extension, the entangle spell, halves a creatures movement speed.
So Entangle creates an area of difficult terrain doubling movement cost, and those that fail the save gain the entangled condition decreasing thier total move speed.

Not that entangle only lets you move if you aren't anchored to anything (the difference between having a prisoner's ball and chain on your leg and that same chain being fixed to a wall). Obviously, the plants are rooted into the ground, so you can't move under an entangle spell.
The character is ensnared. Being entangled impedes movement, but does not entirely prevent it unless the bonds are anchored to an immobile object or tethered by an opposing force. An entangled creature moves at half speed, cannot run or charge, and takes a –2 penalty on all attack rolls and a –4 penalty to Dexterity. An entangled character who attempts to cast a spell must make a concentration check (DC 15 + spell level) or lose the spell.

IMO, if the Entangled Condition of Entangle Spell freeze creatures who failed, it has to be written in the description of Entangle Spell.

So the Difficult Terrain and Entangled Condition do stacks, they will reduce the creature's speed to 1/4. Am I get you right?

Not quite. Difficult terrain costs double to move through and entangled halves your movement speed. Under normal circumstances this would result in 1/4 movement but some special effects may be influenced by either effect differently. Some special abilities may allow you to move through difficult terrain without paying double cost. On the other hand having your movement speed cut in half will affect other things based on your speed. One way to avoid the double cost of difficult terrain is to simply jump over it however if you are also entangled it will be more difficult to jump long distances.

To me, that's what the "you can spend a move action to attempt a strength check and break out of the entangle" implies. And even still, the actual word text of the entangle condition still gives you the full context you need to confirm you are anchored to the ground: "tall grass" is anchored in the dirt, "weeds" same, "other plants" basically the only thing that might not be anchored in solid ground is something in a flower pot, in which case that would be the exception to the typical situation. But just because a spell references and doesn't fully reiterate a rule because there might be circumstances that qualify either way, doesn't mean you don't use those full rules.

Yes, if you fail against Entangle, you gain the Entangled condition as well as being considered in Difficult Terrain while you remain in the spell's area, so your move speed is halved from Entangled condition and every time you move thru Difficult Terrain it costs 2 squares of movement; i.e. you have 1/4 movement in theory.
But this is only half of the story. There's a reason that halving movement speed and difficult terrain are two separately notated things. If there's poor visibility, obstacles, or areas of Difficult Terrain that existed prior to the Entangle, then it changes everything.
